Gandhi discusses the possibility of a non-violent state and the challenges involved. He argues that non-violence can effectively control and guide power without seizing control of the government. For a non-violent state to function, it would require tremendous self-discipline, self-denial, and sacrifice from its leaders and citizens. While very difficult, Gandhi believes it is theoretically possible for a non-violent minority dictatorship or state to exist if the people and leaders have fully realized non-violence.
