- 2. It is the first stage of development planning It consists in conducting data collection and critical analysis of the aspects of the education sector. Planners and managers look at aspects of the system’s strengths and weaknesses , lessons and opportunities of educational development. A good diagnostic for an ESA consists on macro economic and sociodemographic frameworks, access and participation in education, quality of education, external efficiency, costs of education and managerial & institutional aspects.

Diagnostic aspects to be analyzed ➔ Macroeconomic and socio-demographic frameworks include: Demography and manpower, macroeconomic and budgetary framework, socio-cultural analysis and political-institutional analysis ➔ Access to and participation in education include: Access and participation and internal efficiency ➔ Quality of education includes: Educational personnel, educational facilities, instructional methods, processes and outputs, imple unifying message for what is to come
