It is the first stage of development
planning
It consists in conducting data collection and critical analysis of the aspects of
the education sector.
Planners and managers look at aspects of the system’s strengths and
weaknesses , lessons and opportunities of educational development.
A good diagnostic for an ESA consists on macro economic and
sociodemographic frameworks, access and participation in education, quality
of education, external efficiency, costs of education and managerial &
institutional aspects.
Diagnostic aspects to be analyzed
➔ Macroeconomic and socio-demographic frameworks include:
Demography and manpower, macroeconomic and budgetary framework, socio-cultural
analysis and political-institutional analysis
➔ Access to and participation in education include:
Access and participation and internal efficiency
➔ Quality of education includes:
Educational personnel, educational facilities, instructional methods, processes and outputs,
imple unifying message for what is to come
Diagnostic aspects to be analyzed
➔ Educational outcomes and external effectiveness
➔ Educational costs and finance includes:
Costs of education, educational finance, use of resources
➔ Managerial and institutional aspects

Tips for constructing a problem tree
are
➔ Bring together major stakeholders for constructing a problem tree on the
basis of the data and the findings provided.
➔ List, all the problems that come to mind.
➔ Problems need to be identified.
➔ Identify a core problem
➔ Identify the causes and effects of the core problem.
➔ Arrange in hierarchy both Causes and Effects, and identify
in order to find out what are the causes of the core problem.
Example of the problem tree
SWOT analysis:
➔ Can be usefully and flexibly to complement analysis.
➔ A tool for analysing a system and functioning in an environment.
➔ In the first stage of planning and managers to focus on key issues.
➔ SWOT stands for Strengths, Weaknesses, Opportunities, and Threats.
➔ Strengths and Weaknesses are internal factors,
➔ Opportunities, and Threats are external to the system.

2. Identify Your Stakeholders.
3. Review each stakeholder listed in column one. Ask the questions: how important are the stakeholder’s
interests to the success of the proposed project?
4. Assign, in the column “Assessment of Impact”, A extremely important, B fairly important, C not very
important.
5. Lastly, consider to get stakeholder support and reduce opposition. Ask the questions: What kind of
information will they need? How important is it to involve the stakeholder in the planning or
implementation process? Additional Describe strategies for obtaining support or reducing obstacles in
the last column in the matrix.
