What shall we talk about today? What does the next web look like? Who won’t access it? Why do we want to open up education? Who won’t access it? Oh my God there’s a budget deficit What shall we do about that?
What will the next web look like? Web 1986: WorldTour Web 2010: facebook, Google, iTunesU Web 2015: ??????

We’re doing well, but not good enough Moved from 35% never used the internet in 2006 to 20% in 2009 ONS (2006), and ICM (2009) & ONS (2009)
35% of households don’t have the internet Source: ONS 2008
70% of people over 65 have never used the internet Source: ONS 2008
49% of everybody without internet access are in social grade DE Source: ICM 2008 / Base: 7,655
Which is more than double their incidence in the population AB C1 C2 DE 11 26 18 29 21 21 49 24 Source: ICM 2008 / Base: 7,655
In 2010: There are 5.3m non-users who are both 55+ and in C2DE social group Source: Freshminds & UK online centres “Digital Engagement – understanding customers” 2010 (Freshminds synthesis of ICM ‘09 and ONS ‘09)
And almost 25% of non internet users are UNDER 55
It is a case of social equity: 93% of people under 70 who have a degree are online Source: ONS 2008
And some people over 70 are online too
It doesn’t matter if they don’t want to use it – does it?
Internet users confidence in their ability to find work out-stripped non users by 25% “ Does the internet improve lives?” Freshminds April, 2009
Direct financial benefit of using broadband in the home £276 per year (lowest income) Third of households not online foregoing savings of £4.4 billion per year Source: SQW Consulting, September 2008

If it’s so beneficial why don’t more people use the internet?
Why (C2DE) users started using the internet “ Does the internet improve lives?” Freshminds April, 2009
Why non-users don’t use the internet “ Does the internet improve lives?” Freshminds April, 2009

Barriers remain the same in 2009 “ Does the internet improve lives?” Freshminds April, 2009 Access: 38% Skills & Confidence: 20% Motivation: 34%
Why do we want to open up education?
Who won’t access it?
Oh my God there’s a budget deficit
Who bought their last car tax disc online? Hands up or ✔
Only 15% of people living in deprived areas have used a government online service or website in the last year Source: Ofcom, March 2009
I (and people like me) shouldn’t have the choice over how I interact with public services
I should have to use online channels for all services where there is an online option
… and put in place a proper safety net for those who can’t access online service Don’t make most excluded more excluded … deliver them a bespoke service
If all UK digitally excluded adults got online and made one digital contact each month, this would save the Government £900 million per year PwC & Martha Lane Fox “ The Economic Case for Digital Inclusion” www.raceonline.org/resources October 2009
Saving of £900m a year if we get 10m people online and interacting with public services and shopping, and socialising, and finding information, and learning ….
It’s about people not just numbers

Editor's Notes

  • #6 World Internet User Stats from June 2009 show we’ve moved up the league table, we’re now with the big players (with smaller populations) of Sweden, Finland and Denmark. Also equivalent to Australia, and ahead of the middle of the pack Spain, France, Germany and the US.
  • #9 In just three years we’ve moved from 1 in 3 offline to 1 in 5, we’ve done well but we need to keep working hard to get 100% of the UK population enjoying the benefits of the internet
  • #26 (for C2DEs)
  • #35 In October Martha Lane Fox and PWC produced an excellent document “The Economic Case for Digital Inclusion” which looked at the digital dividend if more people could get online. For example the poorest households can save almost £300 a year by being online and the Government could save £900m a year if all the digital excluded just made one contact a month online
  • #38 About People – People who we can get online to reap the benefits of the internet. Like Paul 47, from Birmingham had been made redundant twice, and feared he would never be employed again. He had never used a computer nor the internet before. After going to his local UK online centre, he started myguide courses and was able to put his new skills on his CV which allowed him to get a new job at Jaguar
