This paper addresses power allocation and data rate optimization in lossy mobile ad hoc networks (MANETs) with delay-constrained traffic. It proposes a novel cross-layer Rate-Effective Network Utility Maximization (RENUM) framework that incorporates factors such as outage probability and average delay, while offering distributed algorithms for effective power and rate control. Through simulations, the framework demonstrates improved effective rates, reduced power consumption, and lower delays compared to existing algorithms lacking such constraints.
