This study investigates the utilization of licensed radio frequency spectrum in Rumuokwuta, Port Harcourt, Nigeria, focusing on the 240-960 MHz range through 24-hour outdoor measurements using an RF Explorer spectrum analyzer. Results indicate that only one of the 24 sub-bands was fully occupied, while the average spectrum occupancy across all bands was 11.64%, suggesting potential for dynamic spectrum access and cognitive radio deployment. The research aims to enhance internet provision in underserved areas by identifying opportunities in television white space.
