The neighborhood of La Mina in Barcelona was created in the late 1960s and early 1970s as a public housing project to relocate residents from shanty towns in the city. Over 2,700 homes were constructed but high population density and lack of social and economic opportunities led to social problems including unemployment, crime, and deterioration of housing and public spaces. While subsequent public interventions attempted to address issues, long-term planning and sufficient resources were often lacking. By the late 20th century, La Mina had become one of the most socially deprived neighborhoods in the Barcelona area.
