National tax rates
If you are doing business in Estonia, you will be responsible for paying taxes in accordance
with the tax legislation in force in Estonia. The general rule is that all companies are taxed
equally and on the same substantive basis. As to which taxes have to be paid at which rate,
this depends on the specific characteristics of your company.
More important taxes are divided into 2 groups:
 Taxes resulting from salary (income tax, social tax, unemployment insurance premium,
funded pension).
Minimum monthly salary in Estonia is currently 320 euros (2013).
 Taxes resulting from business activity (income tax, value added tax, fringe benefit tax,
excise duties).
Corporate tax does not apply since 2000.
The tax period shall be one calendar month and the deadline for payment and filing
a return to the Tax and Customs Board is the 10th day of the subsequent month
(20th day in case of value added tax).

Overview of the Estonian customs system
 You will have to deal with customs if you are engaged in exporting goods to or importing
goods from countries outside the European Union (EU).
 In Estonia, the Tax and Customs Board is in charge of implementing and enforcing
customs regulations.
 Customs regulations apply only in the case of trade between countries in the EU and
countries outside the EU (third countries).
 When exporting goods from the EU, an Export Declaration has to be prepared. When
importing goods to the EU, an Import Declaration has to be prepared. Declarations shall be
prepared by a customs declarant.
 When importing goods into free circulation, you will need to pay the following taxes on
goods during customs formalities:
 customs duty (depending on the type, country of origin and amount of the goods)
 value added tax
 also excise duty depending on the type of goods, if necessary (alcohol, tobacco and

fuel excise duty).
 When exporting from Estonia to countries outside the EU, customs duties are generally not
added. Turnover from the export of goods is taxable at the rate of zero.

Rakvere Smart House
The new building of the competence centre, that will be built in Rakvere city centre, will be the
first public near-zero-energy building in Estonia that utilizes different building automation
technologies and has been engineered from start to finish using the BIM (Building Information

energy use, setting up a unique test environment in the region for developing and testing

Estonia...…  Population: 1.34 million people  Area: 43,432.31 km2  Official language: Estonian  Member of the European Union and NATO since 2004.  Participates in the Schengen area since 2007.  Currency unit: EURO  Estonia is ranked 13th out of 185 countries in the     Heritage Foundation's index of economic freedom; 21st out of 185 in the Ease of Doing Business Report and 34th out of 144 in the Global Competitiveness Report. Estonia has one of the highest credit ratings in the area (Fitch IBCA, Standard & Poor's, Moody's). Estonia is one of the world's leading countries in the development of e-services. In 2003 Skype was founded in Estonia. In 2008 Cyber Defence Centre of Excellence was established in Estonia and it has been given International Military Organisation status and accreditation by NATO's Centre of Excellence.

  • 6. National tax rates If you are doing business in Estonia, you will be responsible for paying taxes in accordance with the tax legislation in force in Estonia. The general rule is that all companies are taxed equally and on the same substantive basis. As to which taxes have to be paid at which rate, this depends on the specific characteristics of your company. More important taxes are divided into 2 groups:  Taxes resulting from salary (income tax, social tax, unemployment insurance premium, funded pension). Minimum monthly salary in Estonia is currently 320 euros (2013).  Taxes resulting from business activity (income tax, value added tax, fringe benefit tax, excise duties). Corporate tax does not apply since 2000. The tax period shall be one calendar month and the deadline for payment and filing a return to the Tax and Customs Board is the 10th day of the subsequent month (20th day in case of value added tax). Joining the funded pension is compulsory for those born in 1983 or later (from the beginning of the following year after reaching the age of 18). The state adds 4% out of the 33% of social tax that is calculated on the employee's salary State's payment 4%

Granting fringe benefits requires paying income and social tax and it is not possible to apply for a VAT refund on purchases of goods or services granted as fringe benefits
  • 9. Overview of the Estonian customs system  You will have to deal with customs if you are engaged in exporting goods to or importing goods from countries outside the European Union (EU).  In Estonia, the Tax and Customs Board is in charge of implementing and enforcing customs regulations.  Customs regulations apply only in the case of trade between countries in the EU and countries outside the EU (third countries).  When exporting goods from the EU, an Export Declaration has to be prepared. When importing goods to the EU, an Import Declaration has to be prepared. Declarations shall be prepared by a customs declarant.  When importing goods into free circulation, you will need to pay the following taxes on goods during customs formalities:  customs duty (depending on the type, country of origin and amount of the goods)  value added tax  also excise duty depending on the type of goods, if necessary (alcohol, tobacco and fuel excise duty).  When exporting from Estonia to countries outside the EU, customs duties are generally not added. Turnover from the export of goods is taxable at the rate of zero. Education and qualification of the workforce in Lääne-Virumaa  Training of the employees and acquiring qualification in the county is mainly supported by the Rakvere Vocational School (www.rak.edu.ee/)  The following specialists are being trained in the county:  baker  pastry chef  tool maker  logistician  machine operator  welder  carplumber  The vocational school recently opened a vehicle repair garage and a modern educational restaurant, where students can put the acquired knowledge into practice  The great advantage of Rakvere Vocational School is its readiness to offer new specialties in order to support the development of the area  Lääne-Virumaa also has an educational institution for disabled persons, who are able to find work after completing their studies
