COP 21 - Climate Change: Priorities and Concerns for Sri Lanka
Organised by CANSA, Janathakshan and SLYCAN
16 November, 2015
Focus of the Presentationocus o s n on
• The SDGs – the process and current status
• SDGs and CC - Synergies, discords/gaps
• Points to consider on SDGs
The SDS: Some Key Features
More than 2 year consultative process
B ilt MDG & d ith Ri 20 SDGBuilt on MDGs & merged with Rio+20 SDGs
Adopted in September 2015 – 70th UNGA
Universally applied with CBDR
Goals are indivisible/ not stand aloneGoals are indivisible/ not stand alone
Requires linking to other conventions – i.e
CC, HR, DRR etcCC, HR, DRR etc
Requires synching with national
development planning visionsdevelopment planning visions
The SDGs: Ambition
To end poverty… through SD approach:
o People – end poverty, hunger, inequality, environment
o Planet – protect, encourage SCP, NRM, action on CC
– for present and future generations.
o Prosperity – prosperous, fulfilling lives - economic,
social and technological progress in harmony with
naturenature.
o Peace - foster peaceful, just and inclusive societies
which are free from fear and violence.
o Partnership – MOI for SD, especially for needs of

GOAL 13: Take Urgent Action to combat climate
change and its impacts
TARGETS
• 13.1 Strengthen resilience and adaptive capacity to
hazards and disasters (ADAPTATION/DRR)
• 13.2 Integrate CC measures into policies and
planning (MAINSTREAM)planning (MAINSTREAM)
• 13.3 Improve education, awareness, human/institutional
capacity (AWARENESS/CAPACITY/FUNDS)
• 13.a Implement commitment in UNFCCC to mobilize jointly $100
billion annually (Green climate Fund) for DCs
• 13.b Capacity for effective CC - related planning and management3 p y p g g
(LDCs, SIDs)
* Acknowledging that the UNFCCC is the primary
international intergovernmental forum for negotiating theinternational, intergovernmental forum for negotiating the
global response to climate change.
SYNERGIES
• Connected as a threat to all goals
• Vulnerability to shocks, land (G1, G2)Vulnerability to shocks, land (G1, G2)
• Resilient agriculture (G2)
• Education in SD (G4)
• Empowerment of women – Ownership of NR/land/assets Technology skill• Empowerment of women – Ownership of NR/land/assets, Technology, skill
for women (G5),
• Water efficiency, sus withdrawals, IWM, restore ecosystems (G6),
• RE/Efficiency clean technology (G7)• RE/Efficiency, clean technology (G7)
• Efficiency, pollution control, decouple environment , SCP, technology (G8,
G9, G12),
R ili DRR t t ffi i (G11)• Resilience, DRR, transport efficiency (G11)
• Conservation of NR, ecosystem needs into planning, science based decision
making, sustainable use of NR, acidification, BD protection (G14, 15)
M bil i fi h l i i i i i l li k d• Mobilzing finance, technology, capacity, improving instituonal links, data
(G17)
Discords and GAPs
• Economic Goals (8,9,12) may not be transformative
o Mainly focused on productivity, GDP, decent jobs
o No mention of ecological balance/limits
o No GHG targets, no reference to temperature
o Talk about decoupling but it is a vague reference
• Energy RE/Efficiency goals not specific, phasing out
of FF has been removed as a target
• No specific actions/language to deal with
i “ i ”consumption or “over prosperity”
• Education, health and inequality goals –
ifi li k CCno specific link to CC
Discords and GAPs contd
• Environmental goals on sustainable use not
ecological balance
o Just 2 goals to address all ecosystems – so defining key
work areas is challenging
NRM fli t t dd do NRM use conflicts not addressed
• DRR and adaptation measures implicit – livelihoods
strengthening but only broad brushed no real targetsstrengthening but only broad brushed no real targets
Implementation
• The CC and SD agenda must be integrated into
National development planning/ideology
• Cannot be dealt with in silo-ed approach
institutional linkages and synergistic agendas
neededneeded
• Financing from both ODA and DDA required and
pooling of resourcespooling of resources
• Technology needs to be identified/have to be
solicited and also home growng
• Data for monitoring – systems need to be set up
• Success reliant on governance, peace and
mutually beneficial partnerships
