This document summarizes a presentation on measuring the impacts of the National Flood Insurance Program through benefit-cost analysis. It discusses how the analysis estimates social costs and benefits of flood insurance payouts and flood mitigation projects using county-level data from FEMA. Preliminary results found $16.7 billion in net benefits from the program from 1996-2009, though more sensitivity analysis is needed and the results should not be used for policymaking. Future work could incorporate different valuation methods and social weighting.
