Syringe services programs (SSPs) have operated in Minnesota since 1995. Minnesota has one of the lowest rates of AIDS cases attributable to injecting drug use in the nation at 10.2%, compared to 25% nationally, due to its early efforts with SSPs. In 1997, Minnesota changed its laws to allow pharmacies to sell up to 10 syringes without a prescription. Studies have shown that investments in SSPs can result in savings of $3-7 for every $1 invested by reducing disease transmission and healthcare costs.
