Specifying the focus of adaptation M&E
M&E of adaptation process
• Is the NAP process going according to plan?
• Are adaptation actions taking place? (implementation)
• Have intended milestones been reached?
➢ E.g. provision of relevant climate data to sector ministries,
integration of adaptation into sectorial planning
M&E of adaptation outcomes
• Are adaptation goals/objectives being achieved?
• Is climate vulnerability being reduced?

Adaptation metrics
Chp2. Leiter & Pringle (2018):
➢ Pitfalls and potential of
measuring climate adaptation
through adaptation metrics.
Metrics:
➢ Need to be fit for purpose
➢ Need to be linked to decision
making or learning
➢ Cannot on their own respond to
understanding adaptation
progress
➢ There is no global universal
adaptation metric

Global perspective
Link to the Paris Agreement
• Emphasizes need for monitoring, reporting and learning (Art. 7)
• Reporting by Parties:
• Transparency Framework (13), Adaptation Communications (7)
• Global Stocktake (14): collective progress of all countries
Many countries are developing adaptation M&E systems
• Aim: better understanding of adaptation achievements
• > 40 countries are developing adaptation M&E systems
• From all continents and country groups
• At different stages of developing their M&E systems

National adaptation M&E systems
Country-specific adaptation M&E systems
• Respond to national context
• Development planning
• Climate change policies
• Address national information needs
• Reflect national institutional arrangements
• Consider available resources

Country examples: country M&E factsheets
06.04.2018
➢ Describing in detail a country‘s adaptation M&E system
➢ E.g. policy context, purpose, indicators and institutional arrangements
➢ Links to the Paris Agreement
➢ Covering 15 countries, updated for COP23
➢ Available in English, French and Spanish

A guidebook for national adaptation M&E
• M&E Supplement to NAP Technical Guidelines, developed in
cooperation with the Adaptation Committee and the LEG
• Provides a systematic approach to developing an M&E system
based on guiding questions
• Four building blocks of M&E:
1. Context
2. Content
3. Operationalisation
4. Communication

Synergies and differences between monitoring the
implementation of the PA, SDGs and Sendai Framework
06.04.2018
• There is complementarity, but also differences between the
SDGs, Sendai Framework and Paris Agreement
➢ SDGs & Sendai: indicators at global level
➢ SDG progress report 2017: just 4 indicators for goal13
➢ Monitoring one of the three agreements does not
sufficiently monitor the others
Recommendations
➢ Specify the level of M&E (global or national)
➢ Specify the purpose of M&E
➢ Seek synergies in data sources
➢ Further details in Policy Brief for COP23

Seite 1306/04/2018
Key messages
• Adaptation M&E systems are country-specific
• M&E development needs to address key questions:
➢ Scope, purpose and target audience
➢ Data and information needs; existing data
➢ Link to other national processes and stakeholders
➢ Vertical links across levels of government
M&E of the NAP process - GIZ's tools and experiences
• National adaptation M&E systems are an
opportunity to better understand
adaptation progress
• Can also inform reporting to UNFCCC
