Executive Summary
The Internet Governance Forum (IGF) is a multi-stakeholder platform to discuss
various issues of Internet governance. IGF is one of major outcomes of WSIS which
was held in two installments in 2003 and 2005 respectively in Geneva and Tunis. The
Internet Governance Forum serves to bring people together from various stakeholder
groups as equals, in discussions on public policy issues relating to the Internet. At
annual meeting delegates discuss, exchange information and share good practices
with each other. The IGF facilitates a common understanding of how to maximize
Internet opportunities and address risks and challenges that arise. The Forum brings
various stakeholder groups to the table as equals to exchange information and share
good practices. IGF has no decision-making mandates; it informs and inspires those
who do. It facilitates a common understanding of how to maximize Internet
opportunities and address risks and challenges.
Building on the United Nations (UN) Millennium Development Goals, and the
mandate given at the Second Phase of the World Summit on the Information Society
in Tunis in 2005, the IGF (Internet Governance Forum) is a United Nations activity
initiated in 2006 as a global platform for multi-stakeholder policy dialogue on
prevailing and emerging issues on Internet governance so as to foster the
sustainability, robustness, security, stability and development of Internet.
The Internet has become an integral part of people’s life. Despite the advantages,
misuses and abuses lead to social problems, such as digital divide, Internet addiction,
information safety, security, privacy and other evolving issues. These issues have no
respect to national borders, and therefore require collaboration between countries and
territories to address. The IGF approach is an open forum for knowledge sharing
between stakeholders across borders, which in turn inform local policy development.
Internet Society Nepal together with Internet Governance Institute collaborated with
many institutions and organizations like Ministry of Information and Communication
Technology, Department of Information Technology, Nepal Telecommunications
Authority, Facebook, Internet Governance Support Association (IGFSA), Internet
Society-Asia Pacific Bureau (ISOC-APAC), APNIC, ICANN, Ford Foundation,
LIRNEasia, NCELL, Nepal Telecom, NPNOG, npIX, YOMARI, Worldlink
Communications Private Limited, Centre for Law and Technology, Sangrila

Microsystem Private Limited, , CAN Federation, Antenna Foundation, Equal Access,
FDE, Websurfer Nepal Communications System Private Limited, Lead Enterprises,
IMARK, DD System & Solution, Equal Assess Nepal, Cyber International, Himalaya
College of Engineering, ELITE Network, Sparrow SMS, WEBTECH Nepal, SICT
Nepal, ICT Frame, and Living with ICT to facilitate inclusive, productive discussions
on Internet related public policy issues from a general perspective, while keeping all
stakeholders involved, adhere to the generally used UN principle of discouraging ad
hominem attacks, maximize the opportunity for open and inclusive dialogue and the
exchange of ideas on Internet governance; create opportunities to share best practices
and experiences; identify emerging issues and bring them to the attention of the
relevant bodies and the general public; and contribute to capacity building for Internet
governance.
In the framework of the initiative, NepalIGF 2018 conducted a two-day open
discussion-cum-workshop on 2-3 November 2018 at Hotel Himalaya, Kathmandu,
Nepal to have different thematic discussions and workshops so that it could be a good
platform to collect relevant information, suggestion and way outs to produce digital
policy, laws and regulations. 150 participants, including government representative
from relevant ministry and departments, IT experts, Legal experts, Teachers,
Students, Social workers, and other stakeholders participated in the program.
Day – I: Inaugural Ceremony
The program was chaired by Mr. Birendra Kumar Mishra and inaugurated by the
chief guest of the program- Honourable Minister Giriraj Mani Pokharel, Ministry of
Education Science and Technology. In his inaugural speech, Mr. Pokharel declared
that the government has come up with “e-dream”. He emphasized the role of Internet
in education, administration, and production. He suggested that while talking about
‘making Internet accessible, affordable and safe’, its ‘quality’ should not be
compromised. Similarly, Mr. Santosh Sigdel, President of Internet Society Nepal in
his welcome speech briefly presented the themes of the program and the purpose of
the program. Mr. Hemanta Chaurasia, President of CAN Federation recommended
that ‘computer studies’ should be the compulsory subject in school level curriculum.
Mr. Manohar Kumar Bhattarai, Chair of Internet Governance Institute, one of co
organizer of the forum, stated that our focus should be on qualitative part along with

its access, affordability and safety. Digamber Jha, Chairman of Nepal
Telecommunications Authority (NTA) claimed that NTA is working hard on
implementing the concrete policy in PPP model. NTA is producing and spreading its
own satellite to address the slogan “Internet in all the villages”. He further added that
Ministry of Education, Science and Technology has also allocated handsome budget
for digital education.
Day – I: Panel Discussion-cum-Open Discussion
On the first day, 2nd
Nov. 2018, inauguration session was followed by total four panel
discussions and one intensive interaction with the participants. A summary of each
session is presented below.

the Internet and its Access

The main focus of the panellists was on the
issues like role of Government of Nepal in
economizing the Internet cost, current barriers to
connect all the Nepalese via facebook,
addressing the Internet issues in Strategic Plan
2019-2030, making Internet market competitive,
infrastructure sharing, and differential treatment.
2. Session: A Leap towards
Cyber Security
Moderator: Narayan
Koirala,
The second panel discussion on ‘A Leap towards
Cyber Security’ claimed that there has been
budget allocation for cyber security in Nepalese
organizations and offices. Awareness campaign
on cyber security, disaster management, cyber-
attack, etc. should be timely launched.
Furthermore, IT Act 2075 (2018) should utterly
incorporate such cyber issues.
3. Session: Participation of
Youth in the Regional and
Global IG platforms
Moderator: Dikchya Raut
The panel discussion on ‘Participation of Youth
in the Regional and Global IG platforms’. The
discussion explicitly presented the grounds from
where youth can support Rigonal and Global IG

through this participation. The discussion
concluded that this platform not only obtains
youth vision, effort and research but also
provides the youth a good platform from where
they can develop their career in business, social
services and so on.
4. Session: Smart Palika -
Transforming into Digital
Governance
Moderator: Manoj
Bhattarai
The primary focus of the panel discussion was on
how to penetrate Internet in Rural Municipalities
and Municipalities of the country so that the
historical data can be protected and the service
modality can be changed and made efficient. The
discussion suggested that the local government
should transform its governance from manual to
digital governance.
5. Session: Safer Internet for
Children and Young People
Moderator: Puskar
Mathema
In the last but not least session panel discussion,
the focus was on how to make safe Internet
access to the children and young People. A video
clip was projected to create discussion friendly
environment in the session. The panellists
accepted that online media should be aware of
their contents and headlines. The awareness
campaign should be launched to educate parents
and children about the dangers of unsafe Internet
use.
Day – II: Panel Discussion-cum-Open Discussion
On the second day, 3rd
Nov. 2018, there were total twelve panel discussions and
intensive interaction with the participants. Different panel discussions and
conversations were held in different thematic areas. The sessions were held in two
Halls. A summary of each session is presented below.

1. Session: Multi-stakeholder
Model and Governance
Moderator: Hempal
Shrestha
Multi-stakeholder is an initiative, where
stakeholders come together to participate in the
dialogue, decision making and implementation
of solutions to common problems or goals. The
main objective of this model is to provide input
for open, globally connected, secured and
trustworthy internet for everyone. Even the
international organizations such as ICAAN or
APNIC, which functions as the guardian and
keep internet moving does not work without
deliberation with the community. The Multi-
stakeholder model ensures that the end users
voices and their expectations are met and their
needs are addressed while working in the field
on the Internet. In the session, it was urged that
Multi-stakeholder model should be initiated in
policy making as well as regular program
implementation such as online safety programs.
In this regard, the government can play very
important role to facilitate the inclusion of the
community or civil society since it represents
voices of people. The fundamental objective of
any government is to provide its citizen with
work as per their will and stabilize the economy.
Thus, the Multi-stakeholder model is the most
trusted and most inclusive system of governing
the internet as it touches life of almost all the
citizens.
2. Session: What is happening
in digital signature?
Moderator: Biplav Man
Singh
A digital code which is attached to an
electronically transmitted document to verify its
contents and the sender’s identity is called
digital signature. The servers digitally sign a

document where you add a one-way hash
(encryption) of the message content using your
public and private key pair. However, the clients
can still read it, but the process creates a
“signature” that only the server’s public key can
decrypt. The client, using the server’s public
key, can then validate the sender as well as the
integrity of the message contents. The main
purpose of the digital signature is to guarantee
that the individual sending the message is really
who he/she claims to be. The digital signature is
a very important especially in electronic
commerce and is a key component of most
authentication schemes. The comprehensive
analysis on the law regulating digital signature
was done along with the strategies that could
solve the emerging issues on this sector was
discussed during the session.
3. Session: Making Internet
Governance and Spaces
Inclusive for Women and
Queer Individuals
Moderator: Shubha
Kayastha
The round table discussion, focused on the
experiences of harassments or abuses on the
internet platform felt by the participants. The
women and LGBTI participation especially in
the Panelist were also very less visible. The
major issues discussed over, where how the
gender inclusion has been assimilated in ICT
sector, how the online spaces can be made
secure to women, and what the way forward is.
4. Session: Connecting Next
Billion through the
Promotion of e-commerce
in Nepal Moderator:
Bikram Shrestha
The panel discussion was followed by the
presentation of a survey report on ‘ICT Access
and Use by Persons with Disability (PWDs) in
Nepal’. The presentation included the key
findings of a nationwide representative sample

survey. The report explored the awareness level
of the people about such ICT based platforms,
their belief on such platforms, their existing
practices on them, etc. On the second half of this
session, there was panel discussion on with the
panellists claimed that to connect the next
billion through the promotion of e-commerce in
Nepal, people should be aware of this; smooth
and apparent policy should be made to
implement it and flourish its efficacy; there
should be cultural shift in business as in airlines
ticketing; and there should be strong security
measures for e-commerce to convince the
customers. Additionally, representative from
Nepal Rastra Bank (NRB) worried on how to
connect the people in financial services. As
NRB has seen lots of possibilities on e-
commerce, it has prepared and implemented its
policies, rules and regulations to promote e-
commerce. Finally, it was concluded that Banks
are still unable to address PWDs adequately.
5. Session: Block-chain
Moderator: Suresh Gautam,
It is widely accepted that a Blockchain is a
decentralized and distributed digital ledger that
is used to record transactions across many
computers so that record cannot be altered
retroactively without the alteration of all
subsequent blocks and the collusion of the
network. Blockchain technology can enable
excluded people to enter the global economy,
protect the privacy of the participants, allow
people to “monetize their own information”, and
provide the capability to ensure creators are
compensated for their intellectual property. The

Blockchain removes the characteristics of
infinite reproducibility from a digital asset, by
storing data across its network, it eliminates the
risk that come with data being held centrally and
it lacks points of vulnerability which hackers
can exploit. The general concept on the basics of
blockchain and its structures were another major
highlight of the session. In trade financing,
invoice discounting, secure documentation,
AML and KYC, Land Registration and
vendor/employee KYC, the concept of
Blockchain has been exercised in Banking
Sector. Likewise, the said concept can be further
rehearsed in other sectors as well.
6. Session: How art can be
used to explore and address
online GBV
Moderator: Sukirti
Manadhar
During the session everyone accepted that art is
a way of expression. It’s how you express your
imagination and creativity. It does not always
have to be a painting or a picture. It could be
music, poetry, crafting, an installation and so
much more. The artworks are creative thoughts
translated into tangible things, not all of them
have the same objective. Some convey emotions
while some talk about ideas. The arts are
accessible to people with or without formal
education, hearing impaired, etc. and it is easily
understandable, eye catching, creative, fun,
connects to people’s sentiments easily and
audience can interpret themselves. These kinds
of artworks can be easily dissimilated via online
platforms and such dissemination is more
effective and efficient to address gender based
violence.
7. Session: Cyber Security The main agenda of the session was ‘how to

maintain cyber security of the country’. In the
discussion, the panellists accepted that there has
been risk on data. The reason behind it is the
‘threat actors’ who are getting more active and
creative day by day. Despite these actors, in the
last two years, banking industries are
progressing in its defence. Everyone accepts that
defending on such matter individually is costly
and difficult. Therefore, all the bankers should
join their hands on this issue. One of the
panellists made all the participants aware that
‘security is always in insecurity’. So, we must
always think that we are insecure. He further
added that we must remove the feeling that
sharing about such issues with other
organizations hampers our business. It is
possible to be defeated if we fight in
segregation. Relating to this issue, the
representative from NRB stated that there has
been drastic change in cyber security in Banking
sector.
8. Session: Access and Digital
Economy
Moderator: Kuber Chalise
There exist gap in terms of gender, economy and
rural-urban gap, which was shown by
AfterAccess Research Report. However, in
Nepal, the major hurdles in regard to access
initially were in the availability of electricity.
Since, a lot of progress have been done in this
firm, finally the focus have shifted towards
internet and telecommunication access. If the
access can be improved, even Nepalese Human
Resources can have international level of
incomes. In addition to it, if we can amplify the
distinct education, the skilled manpower would

not have the barrier of certificate during
employment. People lose trust on the
centralized government, and that’s where the
concept of Crypto Currency arises, as a
decentralized monetary system where people do
not have to trust upon government. Since Nepal
has parallel monetary system, the Crypto
Currency was not legalized in Nepal. This is
where government has to work on.
9. Session: AI on making
Internet Accessible,
Affordable and Safe
Moderator: Surendra Tiwari
AI is the simulation of human intelligence
processes by machines, especially computer
systems. These processes include learning, i.e.
acquisition of information and rules for using
the information, reasoning, i.e. using rules to
reach approximate or definite conclusion and
self-correction. The AI are mainly used for data
management, data transfer and communication
structure. The session was focused upon
implementation and challenges of AI in Nepal.
The lack of skilled human resource and the
situation where the interested students has to pay
high amount for getting trainings on AI are the
major hurdles on the way of AI development in
Nepal.
10. Session: Secured Internet of
Things for Smart Cities of
Nepal
The interconnection via the Internet of
computing devices embedment in everyday
objects, enabling them to send and receive data
by computing them is called Internet of Things.
With the political transformation of country into
federalism, the major aims and objectives of
every province are to develop smart cities. So
the session focused on how the cities can be

transformed into smart cities and what are the
things to be considered. First and foremost, the
quality of connectivity should be enhanced;
otherwise, the aim of forming a smart city shall
be impractical. In addition to this, IoT can be
practised to make daily life easier such as for
efficient water supply, solution for traffic
congestion, reliable public transportation and to
build energy efficient buildings. The demo on
the mechanism of disaster alert system enabled
by IoT was also shown during the session.
11. Session: Fake News and
Social Media
Moderator: Sahajman
Shrestha
The expansion of social media and online
platforms has simplified journalism. Social
Medias have facilitated people to freely express
their opinions and share information they
acquires. And thus, many people act as
journalists without any regard to
professionalism. The knowledge of what should
be done and what should not be, and how to
deliver truth to people are lacking. The Internet
spaces are not still safe for women, children and
other marginalized group. The media have
contributed towards creating disturbances in the
society and brought differences among the
people. Even when the journalism is done via
online medium, the guidelines prescribed by the
Press Council should be followed. Therefore,
there is no such thing as fake news, but only
fake information. The Society and Law highly
depend upon one another and one component
systematizes the other. In context of media
related offences, there exist two kinds of
offences. One is directed towards other people

and the other incites it. The law cannot even
restrain the flow of information as it hampers the
fundament right to information and freedom of
expression. In this context, the only laws
regulating such misconduct on journalism are
Electronic Transaction Act and Muluki Criminal
Code.
12. Session: Inclusive ICT for
Persons with Disability
Moderator: Binay Guragain
The session began with the release of the
findings of AfterAccess Research on “Enabling
the disabled: ICT access and use by the person
with disability in Nepal”, which showed that the
highest number of disability is of mobility. And
the use of assistive technology is very less and
the main reason behind it is unavailability of
such technology locally. When discussing about
the inclusion of people with disability (PWD),
the three A’s, i.e. Adaptability, Affordability and
Accessibility were the major hurdles. The
PWDs are more vulnerable but the women with
disability are more affected in online platforms
than males. The insensitivity of context and
contents becomes challenging to such persons.
There have been initiations on developing apps
to assist the diverse disability and such
initiations are promised to be given continuity.
The short introduction to the assistive apps
“mero sathi” and “bhasa buddy” were presented
during the sessions. The lack of local content,
the language literacy among the intended users,
and lack of sufficient funds were some
difficulties faced by the young app designers.

Thus, we expect this program brought multi-stakeholders in a single platform. This
platform not only made aware of Internet Governance but also encouraged the
participants to come up with their suggestions, queries, etc. so that they assist in
reviewing and amending the national policies, rules and regulations.
Day – II: Closing Ceremony
During closing ceremony, the program was chaired by Mr. Santosh Sigdel and
moderated by Mr. Subhash Dhakal. Mr. Babu Ram Aryal, Vice Chair of Nepal IGF
MSG debriefed the program with the thematic presentation and emphasized the role
of NepalIGF in National policymaking process. Désirée Zeljka Miloshevic, Board of
Trustees, Internet Society, thanked the organizer for covering almost all the areas of
Internet Governance in the program. She was satisfied that the program really fulfilled
its purpose, i.e. multi-stakeholder representation. Stating that she will continue her
participation on such program, she left the dais. More importantly, Chief Guest of the
program, Mr. Mahendraman Gurung, Secretary, Ministry of Information and
Technology, in his address, made commitment to incorporate the suggestions and
feedback while forming national policy on ICT, IT, and Internet services. He further
added that such programs assist the government to fulfil and adequately implement its
policy and programs. Mr. Rom Kanta Pandey, Senior Vice President thanked all the
experts, organizations and institutions directly or indirectly supported to organize the
program. Mr. Birendra Kumar Mishra, the Chair of Nepal IGF MSG expressed vote
of thanks to the organizer, national and international experts, local supporters, and the
government agencies. He assured all the participants that a report on NepalIGF 2018
will be produced soon and a copy of it will be submitted to the concerned Ministry.
He made commitment to go through all the feedback received from different
participants, experts, and stakeholders and make improvement in the next program.
Mr. Santosh Sigdel, Chair of the Closing Session, expressed his vote of thanks to all
for their kind participation in the program. He got excited when he found positive
vibe from Secretary and chief guest of the closing ceremony and realized that
NepalIGF has been on the right track. All together Seventeen sessions with panel
discussion and workshop were conducted by the end of the two day program. The key
points were noted down and documented to submit them to the relevant offices so that
the stakeholder suggestions can assist to the development and implementation of the
national policies.

  • 2. 1 Executive Summary The Internet Governance Forum (IGF) is a multi-stakeholder platform to discuss various issues of Internet governance. IGF is one of major outcomes of WSIS which was held in two installments in 2003 and 2005 respectively in Geneva and Tunis. The Internet Governance Forum serves to bring people together from various stakeholder groups as equals, in discussions on public policy issues relating to the Internet. At annual meeting delegates discuss, exchange information and share good practices with each other. The IGF facilitates a common understanding of how to maximize Internet opportunities and address risks and challenges that arise. The Forum brings various stakeholder groups to the table as equals to exchange information and share good practices. IGF has no decision-making mandates; it informs and inspires those who do. It facilitates a common understanding of how to maximize Internet opportunities and address risks and challenges. Building on the United Nations (UN) Millennium Development Goals, and the mandate given at the Second Phase of the World Summit on the Information Society in Tunis in 2005, the IGF (Internet Governance Forum) is a United Nations activity initiated in 2006 as a global platform for multi-stakeholder policy dialogue on prevailing and emerging issues on Internet governance so as to foster the sustainability, robustness, security, stability and development of Internet. The Internet has become an integral part of people’s life. Despite the advantages, misuses and abuses lead to social problems, such as digital divide, Internet addiction, information safety, security, privacy and other evolving issues. These issues have no respect to national borders, and therefore require collaboration between countries and territories to address. The IGF approach is an open forum for knowledge sharing between stakeholders across borders, which in turn inform local policy development. Internet Society Nepal together with Internet Governance Institute collaborated with many institutions and organizations like Ministry of Information and Communication Technology, Department of Information Technology, Nepal Telecommunications Authority, Facebook, Internet Governance Support Association (IGFSA), Internet Society-Asia Pacific Bureau (ISOC-APAC), APNIC, ICANN, Ford Foundation, LIRNEasia, NCELL, Nepal Telecom, NPNOG, npIX, YOMARI, Worldlink Communications Private Limited, Centre for Law and Technology, Sangrila
  • 3. 2 Microsystem Private Limited, , CAN Federation, Antenna Foundation, Equal Access, FDE, Websurfer Nepal Communications System Private Limited, Lead Enterprises, IMARK, DD System & Solution, Equal Assess Nepal, Cyber International, Himalaya College of Engineering, ELITE Network, Sparrow SMS, WEBTECH Nepal, SICT Nepal, ICT Frame, and Living with ICT to facilitate inclusive, productive discussions on Internet related public policy issues from a general perspective, while keeping all stakeholders involved, adhere to the generally used UN principle of discouraging ad hominem attacks, maximize the opportunity for open and inclusive dialogue and the exchange of ideas on Internet governance; create opportunities to share best practices and experiences; identify emerging issues and bring them to the attention of the relevant bodies and the general public; and contribute to capacity building for Internet governance. In the framework of the initiative, NepalIGF 2018 conducted a two-day open discussion-cum-workshop on 2-3 November 2018 at Hotel Himalaya, Kathmandu, Nepal to have different thematic discussions and workshops so that it could be a good platform to collect relevant information, suggestion and way outs to produce digital policy, laws and regulations. 150 participants, including government representative from relevant ministry and departments, IT experts, Legal experts, Teachers, Students, Social workers, and other stakeholders participated in the program. Day – I: Inaugural Ceremony The program was chaired by Mr. Birendra Kumar Mishra and inaugurated by the chief guest of the program- Honourable Minister Giriraj Mani Pokharel, Ministry of Education Science and Technology. In his inaugural speech, Mr. Pokharel declared that the government has come up with “e-dream”. He emphasized the role of Internet in education, administration, and production. He suggested that while talking about ‘making Internet accessible, affordable and safe’, its ‘quality’ should not be compromised. Similarly, Mr. Santosh Sigdel, President of Internet Society Nepal in his welcome speech briefly presented the themes of the program and the purpose of the program. Mr. Hemanta Chaurasia, President of CAN Federation recommended that ‘computer studies’ should be the compulsory subject in school level curriculum. Mr. Manohar Kumar Bhattarai, Chair of Internet Governance Institute, one of co organizer of the forum, stated that our focus should be on qualitative part along with
  • 4. 3 its access, affordability and safety. Digamber Jha, Chairman of Nepal Telecommunications Authority (NTA) claimed that NTA is working hard on implementing the concrete policy in PPP model. NTA is producing and spreading its own satellite to address the slogan “Internet in all the villages”. He further added that Ministry of Education, Science and Technology has also allocated handsome budget for digital education. Day – I: Panel Discussion-cum-Open Discussion On the first day, 2nd Nov. 2018, inauguration session was followed by total four panel discussions and one intensive interaction with the participants. A summary of each session is presented below. S.N. Session Name Summary 1. Session: Infrastructure of the Internet and its Access Moderator: Dr. Bhoj Raj Ghimire The main focus of the panellists was on the issues like role of Government of Nepal in economizing the Internet cost, current barriers to connect all the Nepalese via facebook, addressing the Internet issues in Strategic Plan 2019-2030, making Internet market competitive, infrastructure sharing, and differential treatment. 2. Session: A Leap towards Cyber Security Moderator: Narayan Koirala, The second panel discussion on ‘A Leap towards Cyber Security’ claimed that there has been budget allocation for cyber security in Nepalese organizations and offices. Awareness campaign on cyber security, disaster management, cyber- attack, etc. should be timely launched. Furthermore, IT Act 2075 (2018) should utterly incorporate such cyber issues. 3. Session: Participation of Youth in the Regional and Global IG platforms Moderator: Dikchya Raut The panel discussion on ‘Participation of Youth in the Regional and Global IG platforms’. The discussion explicitly presented the grounds from where youth can support Rigonal and Global IG

The discussion concluded that this platform not only obtains youth vision, effort and research but also provides the youth a good platform from where they can develop their career in business, social services and so on. 4. Session: Smart Palika - Transforming into Digital Governance Moderator: Manoj Bhattarai The primary focus of the panel discussion was on how to penetrate Internet in Rural Municipalities and Municipalities of the country so that the historical data can be protected and the service modality can be changed and made efficient. The discussion suggested that the local government should transform its governance from manual to digital governance. 5. Session: Safer Internet for Children and Young People Moderator: Puskar Mathema In the last but not least session panel discussion, the focus was on how to make safe Internet access to the children and young People. A video clip was projected to create discussion friendly environment in the session. The panellists accepted that online media should be aware of their contents and headlines. The awareness campaign should be launched to educate parents and children about the dangers of unsafe Internet use. Day – II: Panel Discussion-cum-Open Discussion On the second day, 3rd Nov. 2018, there were total twelve panel discussions and intensive interaction with the participants. Different panel discussions and conversations were held in different thematic areas. The sessions were held in two Halls. A summary of each session is presented below.

Session: Multi-stakeholder Model and Governance Moderator: Hempal Shrestha Multi-stakeholder is an initiative, where stakeholders come together to participate in the dialogue, decision making and implementation of solutions to common problems or goals. The main objective of this model is to provide input for open, globally connected, secured and trustworthy internet for everyone. Even the international organizations such as ICAAN or APNIC, which functions as the guardian and keep internet moving does not work without deliberation with the community. The Multi- stakeholder model ensures that the end users voices and their expectations are met and their needs are addressed while working in the field on the Internet. In the session, it was urged that Multi-stakeholder model should be initiated in policy making as well as regular program implementation such as online safety programs. In this regard, the government can play very important role to facilitate the inclusion of the community or civil society since it represents voices of people. The fundamental objective of any government is to provide its citizen with work as per their will and stabilize the economy. Thus, the Multi-stakeholder model is the most trusted and most inclusive system of governing the internet as it touches life of almost all the citizens. 2. Session: What is happening in digital signature? Moderator: Biplav Man Singh A digital code which is attached to an electronically transmitted document to verify its contents and the sender’s identity is called digital signature. The servers digitally sign a
  • 7. 6 document where you add a one-way hash (encryption) of the message content using your public and private key pair. However, the clients can still read it, but the process creates a “signature” that only the server’s public key can decrypt. The client, using the server’s public key, can then validate the sender as well as the integrity of the message contents. The main purpose of the digital signature is to guarantee that the individual sending the message is really who he/she claims to be. The digital signature is a very important especially in electronic commerce and is a key component of most authentication schemes. The comprehensive analysis on the law regulating digital signature was done along with the strategies that could solve the emerging issues on this sector was discussed during the session. 3. Session: Making Internet Governance and Spaces Inclusive for Women and Queer Individuals Moderator: Shubha Kayastha The round table discussion, focused on the experiences of harassments or abuses on the internet platform felt by the participants. The women and LGBTI participation especially in the Panelist were also very less visible. The major issues discussed over, where how the gender inclusion has been assimilated in ICT sector, how the online spaces can be made secure to women, and what the way forward is. 4. Session: Connecting Next Billion through the Promotion of e-commerce in Nepal Moderator: Bikram Shrestha The panel discussion was followed by the presentation of a survey report on ‘ICT Access and Use by Persons with Disability (PWDs) in Nepal’. The presentation included the key findings of a nationwide representative sample

The report explored the awareness level of the people about such ICT based platforms, their belief on such platforms, their existing practices on them, etc. On the second half of this session, there was panel discussion on with the panellists claimed that to connect the next billion through the promotion of e-commerce in Nepal, people should be aware of this; smooth and apparent policy should be made to implement it and flourish its efficacy; there should be cultural shift in business as in airlines ticketing; and there should be strong security measures for e-commerce to convince the customers. Additionally, representative from Nepal Rastra Bank (NRB) worried on how to connect the people in financial services. As NRB has seen lots of possibilities on e- commerce, it has prepared and implemented its policies, rules and regulations to promote e- commerce. Finally, it was concluded that Banks are still unable to address PWDs adequately. 5. Session: Block-chain Moderator: Suresh Gautam, It is widely accepted that a Blockchain is a decentralized and distributed digital ledger that is used to record transactions across many computers so that record cannot be altered retroactively without the alteration of all subsequent blocks and the collusion of the network. Blockchain technology can enable excluded people to enter the global economy, protect the privacy of the participants, allow people to “monetize their own information”, and provide the capability to ensure creators are compensated for their intellectual property. The
  • 9. 8 Blockchain removes the characteristics of infinite reproducibility from a digital asset, by storing data across its network, it eliminates the risk that come with data being held centrally and it lacks points of vulnerability which hackers can exploit. The general concept on the basics of blockchain and its structures were another major highlight of the session. In trade financing, invoice discounting, secure documentation, AML and KYC, Land Registration and vendor/employee KYC, the concept of Blockchain has been exercised in Banking Sector. Likewise, the said concept can be further rehearsed in other sectors as well. 6. Session: How art can be used to explore and address online GBV Moderator: Sukirti Manadhar During the session everyone accepted that art is a way of expression. It’s how you express your imagination and creativity. It does not always have to be a painting or a picture. It could be music, poetry, crafting, an installation and so much more. The artworks are creative thoughts translated into tangible things, not all of them have the same objective. Some convey emotions while some talk about ideas. The arts are accessible to people with or without formal education, hearing impaired, etc. and it is easily understandable, eye catching, creative, fun, connects to people’s sentiments easily and audience can interpret themselves. These kinds of artworks can be easily dissimilated via online platforms and such dissemination is more effective and efficient to address gender based violence. 7. Session: Cyber Security The main agenda of the session was ‘how to
  • 10. 9 Alliance for Security Resilience Moderator: Chiranjibi Adhikari maintain cyber security of the country’. In the discussion, the panellists accepted that there has been risk on data. The reason behind it is the ‘threat actors’ who are getting more active and creative day by day. Despite these actors, in the last two years, banking industries are progressing in its defence. Everyone accepts that defending on such matter individually is costly and difficult. Therefore, all the bankers should join their hands on this issue. One of the panellists made all the participants aware that ‘security is always in insecurity’. So, we must always think that we are insecure. He further added that we must remove the feeling that sharing about such issues with other organizations hampers our business. It is possible to be defeated if we fight in segregation. Relating to this issue, the representative from NRB stated that there has been drastic change in cyber security in Banking sector. 8. Session: Access and Digital Economy Moderator: Kuber Chalise There exist gap in terms of gender, economy and rural-urban gap, which was shown by AfterAccess Research Report. However, in Nepal, the major hurdles in regard to access initially were in the availability of electricity. Since, a lot of progress have been done in this firm, finally the focus have shifted towards internet and telecommunication access. If the access can be improved, even Nepalese Human Resources can have international level of incomes. In addition to it, if we can amplify the distinct education, the skilled manpower would
  • 11. 10 not have the barrier of certificate during employment. People lose trust on the centralized government, and that’s where the concept of Crypto Currency arises, as a decentralized monetary system where people do not have to trust upon government. Since Nepal has parallel monetary system, the Crypto Currency was not legalized in Nepal. This is where government has to work on. 9. Session: AI on making Internet Accessible, Affordable and Safe Moderator: Surendra Tiwari AI is the simulation of human intelligence processes by machines, especially computer systems. These processes include learning, i.e. acquisition of information and rules for using the information, reasoning, i.e. using rules to reach approximate or definite conclusion and self-correction. The AI are mainly used for data management, data transfer and communication structure. The session was focused upon implementation and challenges of AI in Nepal. The lack of skilled human resource and the situation where the interested students has to pay high amount for getting trainings on AI are the major hurdles on the way of AI development in Nepal. 10. Session: Secured Internet of Things for Smart Cities of Nepal The interconnection via the Internet of computing devices embedment in everyday objects, enabling them to send and receive data by computing them is called Internet of Things. With the political transformation of country into federalism, the major aims and objectives of every province are to develop smart cities. So the session focused on how the cities can be
  • 12. 11 transformed into smart cities and what are the things to be considered. First and foremost, the quality of connectivity should be enhanced; otherwise, the aim of forming a smart city shall be impractical. In addition to this, IoT can be practised to make daily life easier such as for efficient water supply, solution for traffic congestion, reliable public transportation and to build energy efficient buildings. The demo on the mechanism of disaster alert system enabled by IoT was also shown during the session. 11. Session: Fake News and Social Media Moderator: Sahajman Shrestha The expansion of social media and online platforms has simplified journalism. Social Medias have facilitated people to freely express their opinions and share information they acquires. And thus, many people act as journalists without any regard to professionalism. The knowledge of what should be done and what should not be, and how to deliver truth to people are lacking. The Internet spaces are not still safe for women, children and other marginalized group. The media have contributed towards creating disturbances in the society and brought differences among the people. Even when the journalism is done via online medium, the guidelines prescribed by the Press Council should be followed. Therefore, there is no such thing as fake news, but only fake information. The Society and Law highly depend upon one another and one component systematizes the other. In context of media related offences, there exist two kinds of offences. One is directed towards other people
  • 13. 12 and the other incites it. The law cannot even restrain the flow of information as it hampers the fundament right to information and freedom of expression. In this context, the only laws regulating such misconduct on journalism are Electronic Transaction Act and Muluki Criminal Code. 12. Session: Inclusive ICT for Persons with Disability Moderator: Binay Guragain The session began with the release of the findings of AfterAccess Research on “Enabling the disabled: ICT access and use by the person with disability in Nepal”, which showed that the highest number of disability is of mobility. And the use of assistive technology is very less and the main reason behind it is unavailability of such technology locally. When discussing about the inclusion of people with disability (PWD), the three A’s, i.e. Adaptability, Affordability and Accessibility were the major hurdles. The PWDs are more vulnerable but the women with disability are more affected in online platforms than males. The insensitivity of context and contents becomes challenging to such persons. There have been initiations on developing apps to assist the diverse disability and such initiations are promised to be given continuity. The short introduction to the assistive apps “mero sathi” and “bhasa buddy” were presented during the sessions. The lack of local content, the language literacy among the intended users, and lack of sufficient funds were some difficulties faced by the young app designers.
  • 14. 13 Thus, we expect this program brought multi-stakeholders in a single platform. This platform not only made aware of Internet Governance but also encouraged the participants to come up with their suggestions, queries, etc. so that they assist in reviewing and amending the national policies, rules and regulations. Day – II: Closing Ceremony During closing ceremony, the program was chaired by Mr. Santosh Sigdel and moderated by Mr. Subhash Dhakal. Mr. Babu Ram Aryal, Vice Chair of Nepal IGF MSG debriefed the program with the thematic presentation and emphasized the role of NepalIGF in National policymaking process. Désirée Zeljka Miloshevic, Board of Trustees, Internet Society, thanked the organizer for covering almost all the areas of Internet Governance in the program. She was satisfied that the program really fulfilled its purpose, i.e. multi-stakeholder representation. Stating that she will continue her participation on such program, she left the dais. More importantly, Chief Guest of the program, Mr. Mahendraman Gurung, Secretary, Ministry of Information and Technology, in his address, made commitment to incorporate the suggestions and feedback while forming national policy on ICT, IT, and Internet services. He further added that such programs assist the government to fulfil and adequately implement its policy and programs. Mr. Rom Kanta Pandey, Senior Vice President thanked all the experts, organizations and institutions directly or indirectly supported to organize the program. Mr. Birendra Kumar Mishra, the Chair of Nepal IGF MSG expressed vote of thanks to the organizer, national and international experts, local supporters, and the government agencies. He assured all the participants that a report on NepalIGF 2018 will be produced soon and a copy of it will be submitted to the concerned Ministry. He made commitment to go through all the feedback received from different participants, experts, and stakeholders and make improvement in the next program. Mr. Santosh Sigdel, Chair of the Closing Session, expressed his vote of thanks to all for their kind participation in the program. He got excited when he found positive vibe from Secretary and chief guest of the closing ceremony and realized that NepalIGF has been on the right track. All together Seventeen sessions with panel discussion and workshop were conducted by the end of the two day program. The key points were noted down and documented to submit them to the relevant offices so that the stakeholder suggestions can assist to the development and implementation of the national policies.
