Youth is an important hidden resource for communities that depends on their viability and ability to mobilize. Societies can be either static or dynamic. Static societies develop gradually based on tradition passed down from older generations and resist utilizing youth's potential. Dynamic societies aspire to new opportunities and cooperate with youth, viewing them as an animating mediator and reserve that can adapt societies to changing circumstances. For youth to fulfill this role, societies must understand youth's nature and potential and how to integrate them in a way that converts their capabilities into functions that benefit society.
