● Despite the development of standards and guidance for
delivery, contractual frameworks are not fully
understood and are not adequately implemented.
● As a result, technical aspects of project execution are
divorced from the project program and therefore not
made contractual, leading to a lack of rigour and
accountability across the project. There is scope to
ignore executive planning obligations because they are
neither contractual, nor measured, nor tracked.
● Senior management in any discipline should fully
embrace digital project delivery as integral to their roles
and understand the purposes of employers information
requirements, master information delivery plan and
assisted handover of the asset.

● The pre-contract strategic planning in response to
employers information requirements and the post-
contract tactical execution planning in response to
project information requirements are largely confused.
Additionally the project teams overproduce information,
partially due to the lack of clear requirements.
● As a result, the wrong information is going to the
wrong people at the wrong time.
● At pre-contract stage strategic planning may better
focus on demonstrating capability to satisfy employer
information requirements and at post-contract stage
assure capability realisation with focus on detailed
execution prescriptions. Teams could focus on the
value producing activities. Requirements could be
clearer.

● Stigma has developed associated with process failures and
often limited to company boundaries.
● As a result, the industry does not share lessons in order to
learn from failure to succeed. The tool developers are
leading the implementation of innovation rather than
industry itself.
● In order to achieve real innovation the AEC industry may
benefit from opening up and follow the airline industry
which successfully managed to engrain a psychology and
culture of openness and sharing.

  • 22. ● Despite the development of standards and guidance for delivery, contractual frameworks are not fully understood and are not adequately implemented. ● As a result, technical aspects of project execution are divorced from the project program and therefore not made contractual, leading to a lack of rigour and accountability across the project. There is scope to ignore executive planning obligations because they are neither contractual, nor measured, nor tracked. ● Senior management in any discipline should fully embrace digital project delivery as integral to their roles and understand the purposes of employers information requirements, master information delivery plan and assisted handover of the asset.   • 23. ● The pre-contract strategic planning in response to employers information requirements and the post- contract tactical execution planning in response to project information requirements are largely confused. Additionally the project teams overproduce information, partially due to the lack of clear requirements. ● As a result, the wrong information is going to the wrong people at the wrong time. ● At pre-contract stage strategic planning may better focus on demonstrating capability to satisfy employer information requirements and at post-contract stage assure capability realisation with focus on detailed execution prescriptions.   • 24. ● Stigma has developed associated with process failures and often limited to company boundaries. ● As a result, the industry does not share lessons in order to learn from failure to succeed. The tool developers are leading the implementation of innovation rather than industry itself. ● In order to achieve real innovation the AEC industry may benefit from opening up and follow the airline industry which successfully managed to engrain a psychology and culture of openness and sharing.
