  inexperienced	
  operators

  BGP.

  offered	
  by	
  donors.	
  
We	
  have	
  32	
  known	
  exchange	
  points	
  covering	
  most	
  of	
  Africa.	
  

We	
  wanted	
  more	
  (traffic):

  interconnect	
  African	
  regions.	
  
The	
  economics	
  were	
  hard	
  to	
  understand
