- 2. Ft Bliss DPW ESD 12/2010 – 08/2012 US Supervisory General Engineer Chief of the Construction Branch under the Engineering Services Division (ESD). Managed 25 staff members tasked with developing and designing scope of work, plans and specifications for minor construction project from $750K up to $5 million dollars. I wrote Standard Operating Procedures for the ESD Branch based on the DPW directives. Worked up a construction MATOC for Ft Bliss to do minor construction projects for the base. Supervised and cared for the development of design and construction staff to foster a more efficient ESD Division. I coordinated my project manager assignments on over $4 Billion dollars in MILCON work for the 5th Armor Division, consigned to the USACE out of the Dallas Ft Worth District, along with an 800 Bed, William Beaumont Hospital for the US Army MEDCOM. Basically (69 to 230 kV lines to substations) US Army Corp of Engineers 8/2009 - 12/2010 New Orleans, Louisiana US Senior Project Engineer Senior Project Engineer on constructing Levees, Floodwalls and Logistics for the Hurricane Protection Office (HPO) in St. Bernard Parish, Louisiana. The project was Early Contractor Involvement (ECI) and fixed price, for constructing T-walls on eight miles of reconstructed levee. Was also over a new levee and sector gate project extending and protecting small businesses and homes near the MRT Levee and St. Bernard Levee. These projects had a value of $488 million dollars. Wrote Scopes of Work and prepared documentation to support HPO Risk Reduction program. Projects were managed through contract AE augmented construction management staff using RMS and ProjectWise software. All construction documents were captured in electronic format and hard copy, and stored in a centralized Document Control Center that I created in 2008. Wrote SOW and IGEs for over $180 Million dollars worth of IDIQ Task Orders over three years, set up Resident Construction Facilities for construction staff in HPO, purchased computers, vehicles and other required equipment in support of setting up the HPO Organization. US Army Corp of Engineers 5/2007 - 2/2009 New Orleans, Louisiana US Supervisory Civil Engineer Was recruited as the QA Branch Chief for the Hurricane Protection Office (HPO), but due to a personnel shortage, assumed the role of the Modification Branch Chief, the Document Control Center (DCC) Branch Chief and the Assistant Chief of Construction Management to Allen Lantz.
