So What is a Satellite Campus
A satellite campus or branch campus is
a campus of a college or university that is
physically at a distance from the original
university or college area. This
branch campus may be located in a different
city, state, or country, and is often smaller
than the main campus of an institution.
Project Delivery System
In a nutshell, program management is
the management of different but related
projects. When you have multiple projects
connected to each other, you group them
together and manage them as a whole
“program”.
Why Program Management
Program management delivery system in
use due to increasing complexity of
buildings, contractual relations, and
regulations. Many owners simply do not
have in house expertise to properly
administer projects. Since PM is rather new,
contractual relations continue to evolve.
Okay, Now Program Manager
The program manager is responsible, on behalf of
the Senior Responsible Owner (SRO), for
delivering change. The role requires effective co-ordination
of the program's projects and management of their inter-
dependencies including oversight of
any risks and issues arising. It also includes the co-
ordination of the new capability for the business to enable
effective change and realization of projected benefits.
Relationships between program
manager and various entities
Clarity of responsibilities
The program manager would be responsible to both the
university board of trustees and to a state building authority,
the former for actual operations and the latter for legal
purposes and funding approvals. While the program
manager would administer designer and constructors, those
entities would be under direct contract to the state building
authority.

rather than direct employees.

points are missing:
Accidental injury medical cost and
compensation for workers and other entities.
Consultation fee for legal issues for the time
being.
