What is JISC Collections? Mission: To support UK research and education by delivering affordable, relevant and sustainable online content JISC Collections is responsible for negotiating and managing licences for electronic information resources  Funded by the JISC to widen accessibility, to save the academic sector time and money, and to improve management of licensing by the sector As a Mutual Trading Company JISC Collections is able to act on behalf of other public sector organisations e.g. British Library Currently responsible for 80+ agreements with over 4,000 subscriptions
What is JISC Collections? Formats E-journals through NESLi2 E-books and Reference works A&I and Full Text Databases Archives and Backfiles Images, Film and Sound Geospatial data Resources available in all subject areas Resources cover all academic levels from NVQ to Postgraduate
JISC Collections policy on access management Whatever JISC tells us! Mandate compliance with JISC supported access management system It is a requirement of JISC Collections agreements Access management clauses central to all JISC Collections licences Until November 2006 that was Athens AMS Now in transition to UK Access Management Federation
Changes to the JISC model licence Changes to definition of Secure Authentication to include Security Assertion Mark-up Language Changes to Responsibilities of the Licensor: “ provide access to the Licensed Work by UK Access Management Federation for Education and Research compliant technologies and to join the UK Access Management Federation for Education and Research, subject to securing  any necessary permissions,  licences  or consents (including, without limitation, any necessary permissions,  licences  or consents in respect of Intellectual Property Rights). From Policy to Implementation: JISC Collections Actions JISC Collections has attempted to be as considerate, practical and accommodating as possible whilst always being clear on expectations: Early notification of intention to move the model licence to specification of AMF rather than Athens Only pursued compliance from start of new agreements or renewals rather than during lifetime of existing agreement Willing to let Licensor remain with Athens AMS for start of agreements and switch over the lifetime of an agreement Take account of publisher technology development cycles in agreement of timetables for switch Involved JISC AMF team in discussions with publishers from an early date Created Access Management/Shibboleth fact card for publishers
From Policy to Implementation: Publisher reactions Majority have been positive about compliance  Major discussion points centre on timetabling of transition and wording of licences Sometimes even publishers who are members of the UK AMF don’t want to say so in a licence Publishers are used to providing a multiplicity of access management tools – Athens, EZ Proxy, IP range JISC Collections has always mandated compliance with Access Management Systems If compliance was a problem before the situation remains the same! Compliance with AMF gives Licensors a breadth of options previously unavailable  Can use Athens services if they wish Can implement SAML technologies if they wish Can use other third party options if they wish Support for standards based rather than proprietary approach
Future Opportunities Definition of Authorised User is changing Addition of retired staff, staff at 3 rd  party institutions with responsibility for authorised users Additional categories of Authorised User as a result of Third Stream activities Partner Organisations in UK and overseas Spin off, SMEs ‘incubated’ and supported by Authorised Institution November 2007 - eduPerson specification to include Additional Authorised Users Will help promote a common understanding, definition and interpretation of additional authorised users  Will help institutions manage the variety of users they are responsible for and ensure appropriate access to appropriate resources
