Explosives Safety Lesson Plan

 Provide a safe working environment for
CATMS/SFS personnel.
 Prevent Mishaps.
 Minimize the loss if a mishap does occur.
OBJECTIVE

• Operating in today’s environment of force
reductions all the while maintaining an
aggressive operations tempo demands that we
ensure our personnel are focused on executing
the mission safely.
• In the demanding education and training arena,
our challenge is to provide a quality training
atmosphere and protect the very instruments
(man and machine) of mission execution.
GENERAL EXPLOSIVES SAFETY
PHILOSOPHY

• Observe explosive safety practices during war and
peacetime operations that include the use of live
explosives.
• Provide the maximum possible protection to personnel
and property, both inside and outside the installation.
Minimize the damaging effects of potential accidents
involving ammunition and explosives.
• Comply with the cardinal principle for explosive safety.
Expose the minimum number of people to the minimum
amount of explosive for the minimum amount of time.
• Cease all munitions operations when lightning is within
5 nautical miles (5.75 statute miles).
OBJECTIVE/GOAL

• Become familiar with the types of explosives the
CATMS/SFS Section maintains, inspects, stores, and
handles.
• Be aware of all Explosive Safety Practices.

Handling
• Adhere to all Explosive Safety procedures
• Report any unsafe conditions or acts that degrade the
Safety Program to supervisor, branch supervisor or
dispatch and debrief.

any task involving explosives
• Understand all safety standards, requirements and
precautions that apply to any explosives operation
• Fully understand procedures prior to beginning an
explosives operation

and procedures.
• Ensure that written instructions are accomplished for
all explosive operations, IAW AFMAN 91-201.

FIRE SYMBOLS

• Electro Explosive Devices (EED’s) can be set off by RF
transmissions.
– Do not transmit within 10 ft of explosives with
LMR’s (brick) type radios,
– Do not transmit within 15 ft for vehicle radios
• Always use proper grounding procedures for equipment
and personnel. Static electricity can set off electrically
initiated devices.
• Rings, watches and Jewelry will be
removed when working on electrical
equipment /munitions.
SPECIFIC HAZARDS

• The Safe Standoff Distance (SSD) for common use
Modern Mobile Emitters (MME) around Electro
Explosives Devices (EED) is as follows: regardless of
configuration.
– Cellular telephones. The SSD for all cellular
telephones is 10 ft from all EEDs,
– Remote Keyless Entry Devices. The SSD
for all remote keyless entry devices
(Also known as “key fobs”) is 0.5 ft
from all EEDs.
SPECIFIC HAZARDS

• Modern Mobile Emitters (MME) around
Electro Explosives Devices (EED):
Electronic devices, without radiating wireless
capability (non Wi-Fi/Bluetooth capability),
that are certified to meet Code of Federal
Regulations, Title 47, Radio Frequency Devices,
Class A and B limits and labeled accordingly,
require no SSD and can be used in close
proximity but must not come in direct
contact with ordnance, regardless of
classification.
SPECIFIC HAZARDS

• Modern Mobile Emitters (MME) around Electro
Explosives Devices (EED) Continued:
– Wireless Equipment. Any wireless capable device
being utilized near HERO UNSAFE or HERO
SUSCEPTIBLE munitions must have the Wi-Fi
capability turned off, or be evaluated IAW AFI 91-208,
para 4.1.4.7, and table A2.4/A 2.5.
– For HERO SAFE Munitions
If calculation of SSD is less than 10 ft,
maintain a SSD of 10 ft.
SPECIFIC HAZARDS

• Utilize personal protective clothing/equipment as
applicable per written instruction.
• Ensure at least two fire extinguishers
will be readily available for use in case
of fire.
• Chock vehicles when loading
or unloading explosives.
PERSONNEL PROTECTIVE SAFETY
EQUIPMENT

• Mishaps reports and briefs provide us with quality do’s
and don’ts. This material is used for ongoing training
in the form of briefings.
– (At this time, personnel will be briefed on all related explosive
incidents and changes to explosive related technical manuals.)
• The majority of explosive incidents
have occurred because technical data
was not followed.
– It is imperative that tech data is
followed to the letter and people are
trained in the proper use of explosive
devices.
LESSONS LEARNED

• Concurrent explosive maintenance operations will not
be performed in the same location.
• Any unserviceable equipment will be reported so it can
be repaired or replaced.
• Storage locations will be secured when
personnel are not present.
• Only properly trained and authorized
personnel will perform maintenance on
explosives and equipment.
PRACTICE

• Only authorized tools and equipment will be utilized for
any explosive operation/maintenance function.
• One of the most important considerations during storage
of explosives is housekeeping. Explosive components
should be stored in clean, neat structures which afford
adequate protection.
 Handling equipment, empty boxes etc., will not be stored in the
same cell as explosive components.
 Explosive limits, as prescribed in AFMAN 91-201 will be
strictly enforced.
• Compatibility requirements
will be IAW AFMAN 91-201
PRACTICE

 Operating instructions should be available for all phases
of handling explosives, during loading, and transporting.
 Be sure to minimize the number of personnel and the
amount of explosive being handled.
 All vehicles transporting
explosives will contain two
portable 2A:10BC rated fire
extinguishers.
 Explosives will not be loaded/
unloaded from motor vehicle
while the vehicle is running.
PRACTICES FOR TRANSPORTATION

• Operators of vehicles and equipment used in
transporting and handling explosives will be carefully
selected, adequately trained, tested and informed of the
explosive hazards involved.
– Pertinent instructions are contained in AFMAN 91-201.
– Operators involved in the movement of explosives must be
fully qualified in the operation of the particular type vehicle or
other equipment being used.
• If electrical storms are within 5 nautical
miles (5.75 statute miles), explosives
should not be transported.

• Ensure vehicle inspection has
been completed prior to use.
• All explosives will be properly
secured prior to any movement.
• Proper explosive signs will be
posted on front, sides and rear
of vehicle carrying.
 HC/D1.4 explosives are exempt.
• Use only authorized explosive routes and make maintenance
Dispatch and Debrief (D&D) aware of the start and end of
movements, and explosive status changes to the aircraft!!!!!!

• Notify Supervision, MOC, Fire Department, and Safety
when a munitions malfunctions.
• In the event an abnormal condition is encountered cease
operation and contact supervisor.
UNIQUE MUNITIONS FOR
CATMS/SFS

• Short cutting and explosive operation may save a little
time, but time is of no value to the person who loses
his/her life.
• Actually, the reason for explosives
mishaps frequently may be traced
to hurrying, inattention, lack of
knowledge or deliberate actions
intended to save efforts on the
part of the personnel.
IGNORANCE, OVERCONFIDENCE, CARELESSNESS,
HASTE AND POOR JUDGEMENT ARE THE PRIME
CAUSES OF EXPLOSIVES MISHAPS
UNIQUE HANDLING PRECAUTIONS

• Only trained personnel can prepare and activate these
munitions.
• Training must be provided by qualified personnel
(EOD or EOD trained) on an annual basis.
Strict adherence to AFMAN 91-201 is mandatory!
SIMULATORS, SMOKE PRODUCING,
AND EXERCISE MUNITIONS

• The M18A1 Claymore Mine is a one shot,
directional fragmentation type weapon.
• Primarily used in mass attack and for
ambushes.
• Comes in bandoleers with all essential
accessories and directions for use and methods
of employment
• 1.1 Explosive containing 1 1/2 pounds of
C-4 Explosives and 700 steel sphere
projectiles.

MUNITIONS SPECIFICS

• A claymore’s back blast can cause injury
by concussion in an area 16 meters to the
rear and sides of the mine. Personnel must
remain out of this area.
• Injury can occur by fragmentation in an
area 100 meters to the rear and sides of the
mine. Personnel in this area must be under
cover when the mine is fired.

• Consult the item T.O. for the directions
for use, conducting of circuit testing,
installing, firing, and recovery of the
mine.
• Remember, safety is of the up-most
importance so follow all tech order and
safety procedures to the letter.

• There are different types of hand grenades
used to kill or disable personnel with
fragmentation and concussion.
(1.1 Explosives)
• Some Grenades are used for smoke and
white phosphorous for signaling.
(1.4 and 1.2 explosives)
• Use incendiary grenades for destroying
equipment and starting fires.
(1.3 Explosives)
HAND GRENADES
MUNITIONS SPECIFICS

• The M-8HC grenade is used for screening and
concealment and CS grenades are used to
control riots and disperse individuals.
• All hand grenades share common
characteristics. They all have a relatively
short range in comparison to other infantry
weapons. Some have a small effective
casualty radius.
• Grenades also incorporate a delay element to
permit safe throwing

MUNITIONS SPECIFICS

• The safest and easiest way to grip a M67 hand
grenade for throwing is to hold it so that the
safety lever is held down by the thumb, while
keeping the pull ring free and facing the non-
throwing hand.
• If you are left handed, the grenade will be held
upside down in the left hand.
• Position your body and arm the hand grenade
(pull pin).
• You should always be in a comfortable and
natural position.
FRAGMENTATION HANG GRENADE (M67)
MUNITIONS SPECIFICS

• The most important points in accurate
throwing are body - target alignment and
eye-target focus.
• Line up your body with the target as
though you were going to throw a
football.
• Keep watching the target as you throw
and let your arm swing naturally to it.
• Follow through with your throwing
motion and take cover.
MUNITIONS SPECIFICS

• If there is cover available, duck behind it after
throwing to avoid being hit by fragments.
• If there is no cover available, drop to the prone
position with your helmet facing the direction of the
grenade detonation.
MUNITIONS SPECIFICS

• Once the safety pin is pulled, the smoke grenade must
be used.
• DO NOT ATTEMPT TO REPLACE THE PIN OR
TAPE THE HANDLE DOWN.
• Smoke grenades are not to be used within 10 feet of
other personnel.

MUNITIONS SPECIFICS

• Do not use smoke grenades in an area where dry leaves
and grass may be ignited because THEY BURN
EXTREMELY HOT.
• AFTER A GRENADE IS USED UP, LET IT COOL OFF
AT LEAST 20 MINUTES BEFORE APPROACHING IT.
• If a smoke grenade fails to function,
the area will be marked with a piece
of white cloth tied to a stake or adjacent
tree at approximately eye level.
• The ESM or appointed member will
notify EOD.

• 5.56 and 7.62 Blank Ammunition will be transported,
handled and controlled only by certified personnel.
• During training exercises blank munitions will not be
issued until all safety measures are in place.
• All blank ammunition will be issued by designated
representative only after an exercise safety briefing has
been accomplished and that supervisors have conducted
a 100% inspection of their personnel and equipment.

• During the 100% inspection of their personnel,
supervisors must ensure that blank adapters are in place,
personnel are aware of safety restrictions, and that there
is no live ammunition on the individual (especially in
magazines.)

all times.

• Throwers designated and authorized to initiate simulators
will utilize a leather glove on the throwing hand, ear and
eye protection (goggles/face shield).
• The simulator will be employed only
from behind a barricade.
• The thrower should also seek suitable
cover and should move to the safe separation distance
from the simulator, assure that simulator is thrown at least
the safe separation distance from unprotected personnel,
and turn away from the simulator.
• All other applicable safety regulations apply.

WARNING
GROUND BURST SIMULATORS WILL NOT BE USED CLOSER

GRAVEL AND OTHER ITEMS THAT CAN BECOME
PROJECTILES. THE THROWER WILL TURN HIS/HER HEAD
TO ENSURE THE EYES ARE AWAY FROM THE EXPLOSION.
• If a ground burst simulator fails to go off, do not attempt
to do anything other than to mark the area with white rags
and stakes utilizing a 125-foot cordon. Call EOD and
report the location.

EMERGENCY/REPORTING PROCEDURES

• If it is possible to put out a fire in its
initial stage and it does not directly
involve any ammunition, put it out
using the appropriate fire extinguishers.
• If munitions are engulfed, only
fight fire if someone is trapped.
Only authorized firefighters are
permitted to fight fires that
directly involve explosives.

PROCEDURES
IMPORTANT TELEPHONE NUMBERS

• Mishap reporting will follow guidance set up in
AFI 91-204 and AFMAN 91-221.
• Personnel should become familiar with what constitutes
an Explosive Safety Accident/Incident and what to do in
case one should occur as explained by AFI 91-204.
• Separate reports such as UR’s will be submitted when a
material deficiency exists.
• Mishap reporting procedures are listed in the unit safety
binder for home station and in the Deployed Safety
Representative Guide for use at deployed locations.
MISHAP REPORTING

• Personnel should be encouraged
to submit Hazard Reports
(AF 457) when hazardous
conditions beyond their control
are detected.
HAZARD REPORTING

• Initial and recurring explosive safety training, and
maintenance on explosives loaded A/C will be
documented.
• Training will be received as required by AFI 91-202.
– It will be provided initially and annually thereafter by
the 110ATKW Explosive Safety Manager (ext.3294), or
a trainer appointed in writing by the Commander.
TRAINING

• Limits will be based on the requirements for the explosives
operation as listed on the OI’s and STIF attachments, and
be identified as supervisors, workers and casuals (i.e.:
Quality Assurance, Safety). There will be no visitors in the
area of the operation.
• Personnel limits do not apply to non-explosive operations;
however, the limits will be adhered to when working with
munitions.
• This will insure a safe working or training environment.
Categories listed above may be adjusted; however, the
maximum authorized number will not be exceeded without
the approval from the Wing Safety Office.
