Outline What has been going on at the  University of Sfax  since 2005? How was the  European Training Foundation  (ETF) policy indicators methodology useful to us in 2009?
EPUC creation Context : "Entrepreneurship" for all LMD reform, student placement, research results… EPUC: Entrepreneurship and Placement University Center CUIES: Centre Universitaire d'Insertion et d'Essaimage de Sfax Created since the end of 2005 Mission: Promote employment of the university graduates Promote entrepreneurship culture Promote the valorization of research efforts and results

ETF’s Entrepreneurial Learning project The project forms part of wider EU support for promotion of the human capital dimensions of the European Charter for Small Enterprise (7-EU pre-accession countries) Euro-Mediterranean Enterprise Charter (9 MEDA countries). Entrepreneurial Learning  (ETF, 2009): All forms of education and training, both formal and non-formal, which contribute to an entrepreneurial spirit and entrepreneurial behaviour with or without a commercial objective.

ETF’s EL indicators The 5 indicators: Indicator 1: National Higher Education Policy on Entrepreneurial Learning Indicator 2: University Strategy Indicator 3: Staff Development  Indicator 4: University/enterprise cooperation Indicator 5: Good Practice How was the ETF indicators methodology useful to us in 2009?
ETF’s EL indicators To support University of Sfax strategy Tunisian Universities – Ministry of Higher education: new contractual relationship 2010-2013 Evaluation based on quantitative indicators One of the main dimensions: entrepreneurial learning EPUC responsible to develop the action plan for the university about entrepreneurial learning among others Actions concerning all 20 faculties and schools LFM methodology based on ETF policy indicators New quantitative indicators were suggested and added (based on the policy indicators) to those proposed by the ministry…    adopted
Conclusion The EL 5 policy indicators were very useful to help precise the policy and develop a strategy for 2010-2013 With some minor adaptations, some indicators were even useful for areas other than EL

  • #4: Context : "Entrepreneurship" for all (everyone is concerned by entrepreneurship): Due to the LMD reform, all students have to take a course in entrepreneurship We wanted to include as well: Graduates because of unemployment rates Researchers since almost all research results are not valorized and researchers' competencies are not really used for regional and business development… This lead us to the three main conclusions: Demand for qualified teachers/trainers Insufficient number of teachers/trainers Different type of teaching/training than other disciplines and needs a specific pedagogy Otherwise we have to work on training the trainers to be able to contribute to the change of the culture and develop entrepreneurship. So we launched a Project " Entrepreneuriale Culture and Firm Creation ": Define this training (content, pedagogy, tools, logistics, …) Train future trainers (a network of trainers/professionals) Train graduates/researchers having a project idea … EPUC: Entrepreneurship and Placement University Center CUIES: Centre Universitaire d'Insertion et d'Essaimage de Sfax Created since the end of 2005 Mission: Promote employment of the university graduates (surveys about the needs of the industry…) Promote entrepreneurship culture (students should create their own jobs…) Promote research efforts and results (research should be valuable to the socio-economic environment… Surveys (research results and skills, industry needs…) CRIC  RCIC (Regional Committee for Innovation and Competitiveness)
