This document proposes a public-private partnership model for disaster mitigation in Padang City, Indonesia. It summarizes research on the 2009 earthquake that devastated the city and killed over 1,000 people. The government's slow response showed it lacked capacity for swift, effective disaster response and recovery. A proposed solution is a reciprocal public-private partnership where the government provides incentives and disaster training for businesses, while private partners collaborate with the government by building shelters, sharing equipment and expertise, and funding community programs, helping strengthen disaster management. This model could reduce disaster risks and support the government's response, creating greater security.
