 The Asian and Pacific Centre for Transfer of Technology
(APCTT) is a regional institution of the United Nations
Economic and Social Commission for Asia and the
Pacific (ESCAP) servicing the Asia-Pacific region.
 The Centre works towards strengthening the national
capacity of member States to nurture and promote
national innovation systems and to create an enabling
environment for the development and transfer of
technology.
 The Centre was established in 1977 in Bangalore, India
and moved to New Delhi in 1993.
 The overall objective of APCTT is to strengthen the
technology transfer capabilities in the Asia- Pacific region
and to facilitate import/export of environmentally sound
technologies to/from the member countries.
 The activities of APCTT are thus focused on three specific
areas: Technology Innovations for Sustainable
Development; Technology Transfer and Commercialization;
and Technology Entrepreneurship, Start-ups and
technology-based Small and Medium Sized Enterprises
(SMEs).
Functions
• The Centre will achieve the above objective by
undertaking such functions as:
 Research and analysis of trends, conditions and
opportunities;
 Advisory services;
 Dissemination of information and good practices;
 Networking and partnership with international
organizations and key stakeholders;
 Training of national personnel, particularly national
scientists and policy analysts.

2. National Research Development Corporation (NRDC)
 The National Research Development Corporation
(NRDC) was a non departmental government body
established by the British Government to transfer
technology from the public sector to the private sector.
 NRDC was established in 1953 by the Government of
India, with the primary objective to promote, develop and
commercialize the technologies / know-how /
inventions / patents / processes emanating from
various national R&D institutions / Universities and is
presently working under the administrative control of the
Dept. of Scientific & Industrial Research, Ministry of
Science & Technology.
 Vision
To be a leading Technology Transfer Organization in India
 Mission
 To promote, develop, nurture and commercialize innovative,
reliable and competitive technologies from R&D institutes
through value addition and partnership.
 To sensitize R&D institutions and industry about technologies
that needs to be developed and commercialized.
 Typically the NRDC would patent the product for
commercial exploitation and earn royalties as private
sector companies generated sales from those products.
 Examples: Carbon fiber and asbestos-plastic composites
and development in semi-conductor technology.
 The development of the hovercraft (air-cushion
vehicle or ACV) would also not have taken place without
the involvement of the NRDC
3. Technology Information, Forecasting and
Assessment Council (TIFAC)
 TIFAC is an autonomous organization set up in 1988 under
the Department of Science & Technology to look ahead in
technology domain, assess the technology trajectories, and
support innovation by networked actions in select areas of
national importance.
 TIFAC strives for technology development in the country by
leveraging technology innovation through sustained and
concerted programmes in close association with industry
and academia.
 TIFAC embarked upon the major task of formulating a
Technology Vision for the country in various emerging
technology areas.
 Under the leadership of Dr. APJ Abdul Kalam, the then
Chairman of TIFAC, Technology Vision 2020 exercise led to
set of 17 documents, including sixteen technology areas
and one on services.
 In more than 25 years of its service to the nation, it has
delivered number of technology assessment and foresight
reports.
 While inaugurating the 103rd Indian Science Congress in
Mysuru, Hon’ble Prime Minister of India Shri Narendra Modi
released the Technology Vision 2035 prepared by TIFAC.
 This is being followed by release of Technology Roadmaps in 12
thematic areas of national priorities and importance namely,
Education, Medical Science & Health Care, Food and Agriculture,
Water, Energy, Environment, Habitat, Transportation,
Infrastructure, Manufacturing, Materials and Information &
Communication Technologies (ICT).
 Recently, Hon’ble President of India conferred Rani
Lakshmibai Award (Nari Shakti Puraskar 2015) upon TIFAC
for its scheme KIRAN-IPR that is empowering women in R&D
through training on Intellectual Property Rights (IPR).

4. Biotech Consortium India Limited (BCIL)
 Biotech Consortium India Limited (BCIL) is a public limited
company, promoted by the Department of Biotechnology (DBT),
Ministry of Science and Technology, Government of India and set
up by All India Financial Institutions including IDBI, ICICI, IFCI,
UTI and IFCI Venture Capital Funds Limited.
 BCIL was incorporated under the Companies Act 1956 (Now
Company Act, 2013) in 1990 with government in advisory role,
development banks as major funding agency.
 It is a nodal agency for providing business support services to
facilitate accelerated commercialization of biotech products and
processes.
 BCIL has been actively involved in technology transfer,
project consultancy, fund syndication, information
dissemination, and manpower training & placement related
to biotechnology.
 Since almost three decades BCIL has assisted thousands
of clients including scientists, technologists, research
institutions, universities, first generation entrepreneurs,
corporate sector, national and international organizations,

 The Technology Bureau for Small Enterprises has a huge

technologies and means of accessing them. In addition
background information on technology-seeking enterprises
is maintained and ready available to interested technology
suppliers as well as collaborators.
 Match Making
 The Technology Bureau for Small Enterprises recognizes
business partners who are willing to work in partnership,
brings them face-to-face and offers support to tie up
financial assistance and other necessities for transfer of
technology and joint ventures.
 Collaborating partners are further helped in drafting
agreements, obtaining a range of approvals and preparation
of business plans.
 Finance Syndication
 It is dependent on the cost of project, nature and quantum
of assistance necessary.
 The Technology Bureau for Small Enterprises undertakes
financial syndication through SIDBI – covering term loans,
foreign currency, venture capital, lines of credit, equity
assistance and on a selective basis offering interest-free
loan to meet preliminary expenditure in the pre-technology
absorption stage.
 Business Collaboration
 The Technology Bureau for Small Enterprises also renders
support to small enterprises for the reason of export of
technologies and the products created by them by means of
business tie-ups as a part of the package.
 To encourage international cooperation amid SMEs the Bureau
organizes overseas visits of business delegations.

 The TBSE offers consultancy services, visits of overseas experts
for the purpose of in-plant counseling, organizes buyer-seller
meets for precise product process technologies and represents the
business interests of small enterprises in the domain of
international events.
