This working paper explores the potential of massive open online courses (MOOCs) for providing equitable and scalable access to higher education, particularly in the Global South, where traditional education systems often face limitations. It highlights the necessity of balancing equity, quality, and efficiency to ensure that MOOCs can effectively address educational disparities while maintaining high standards and sustainable practices. The paper examines both the promise and challenges of MOOCs in transforming higher education and seeks to define actionable policies to enhance their effectiveness.
