Accessibility Statement
This accessibility statement applies to the domain uni-hamburg.de, as far as the web pages were created with the University content management system Fiona.
Universität Hamburg strives to ensure digital accessibility for people with disabilities. Our goal is to provide a fully accessible website in keeping with the provisions of the Hamburg regulation on establishing accessible information technology for people with disabilities (Hamburgische Barrierefreie Informationstechnik-Verordnung, HmbBITVO) dated 10 September 2019.
Current compliance
The accessibility requirements come from Section 1 HmbBITVO in conjunction with Section 3 subsections 1–4 and Section 4 of the federal accessible information technology regulation (Barrierefreie Informationstechnik-Verordnung, BITV), adopted on the basis of Section 11 of the Hamburg act on equal treatment for disabled persons (Hamburgisches Behindertengleichstellungsgesetz, HmbBGG).
The Verification of compliance with the requirements is based on an evaluation conducted by Mr. Detlef Girke of BITV-Consult from 30 November 2020–21 July 2021 in accordance with HmbBITVO / BITV 2.0 / EN 301 549 / WCAG 2.1.
According to this evaluation, the website is partially compliant due to the following inconsistencies and exceptions.
Result: In many areas, the website is very accessible for all users. However, as it currently stands, the website is not entirely BITV compliant. The requirements will be gradually implemented on the website as part of technical revisions.
Non-accessible content
- According to the BITV 2.0 standard, the following criteria are currently not met:
- alternative text for operational elements (1.1.1a) in some places, such as the operational elements of the Podlove 4 Player (integration of an external application)
- o name, role, value (4.1.2a) in some places: The searches in three databases which filter within the web page during input, are only partially accessible.
Note: The website is continuously being improved and known barriers are gradually being removed. Accessibility is taken into account from the very beginning of new developments. An update to improve the accessibility of the website will take place next year and is intended to completely remedy the aspects listed under point 1. It is planned that another comprehensive test will then be carried out; the test results of which will be reflected in this statement.
- PDF, Word, Excel, or PowerPoint documents provided for download on the website are not all currently available in an accessible version, but will continue to be systematically processed. Newly uploaded files should be created in an accessible version or replaced by such a version as soon as possible. In general, the University pursues the strategy of reducing the number of documents overall and increasing use of accessible implementations in the form of websites or web forms.
- Video and audio files embedded on our web pages are currently only partially available with subtitles, audio descriptions, or transcripts. We endeavour to add subtitles to newly uploaded videos as soon as possible after publication.
- Improvements are required, for example, in the following:
- www.kus.uni-hamburg.de/de.html (The portal has already been cancelled and will soon be replaced by a more accessible version.)
- The coronarchiv (The platform and content are not currently completely accessible. An update to ensure accessibility is planned.)
- Share Point applications of the Human Resources department (Accessibility requirements are taken into account for new applications.)
- Process visualisation tool of the Media Centre and podcast platform for science communication at the Faculty of Education
- Some services are provided by external service providers and integrated on the website. A statement on digital accessibility is not yet fully available. This refers to the following URLs and areas:
- www.stine.uni-hamburg.de/ (The BITV test is available and has been forwarded to the provider, improvements for the external web pages are planned for 2024.)
- rrz-serviceportal.uni-hamburg.de/wm/ (According to a self-assessment by the manufacturer Matrix42, the portal is only partially compliant with the requirements of WCAG 2.1. Overall compliance of the application amounts to 73% without assistive technologies and 86% for optimization specifically for the JAWS screen reader. The manufacturer is continuously improving the accessibility of the platform.)
- www.commsy.uni-hamburg.de (The provider has analysed the accessibility of CommSy. Accessibility developments are to be implemented in 2023 and 2024.)
- www.openolat.uni-hamburg.de The Regional Computing Centre of Universität Hamburg and the developer of OpenOlat are working on making the website as accessible as possible. The OO Accessibility initiative was founded and pursues the objectives of WCAG 2.1, including a certification in accordance with these requirements. Further improvements are introduced with each release).
- https://www.cc-forum.uni-hamburg.de/ (An improved update is being planned. Alternatively, a contact form is available for the questions clarified in the portal. That is why the contents served by the forum have been made available in full in accessible form for authorized users.)
- Job portal application forms (The application portal is not yet fully accessible. We are working with the developer to develop an accessible solution. Alternatively, applications can currently be submitted by email.)
- www.cc-forum.uni-hamburg.de (A specific date for creating accessibility has not yet been set, as in-depth interventions in the source code are necessary. Alternatively, a contact form is available for questions that are clarified in the portal. Therefore, the content provided by the forum is also available without restrictions to users who are dependent on accessibility.)
- Application form as part of the Job portal (The application form is currently not yet fully accessible. We are working with the developer to provide an accessible solution. Alternatively, an application can currently be submitted by email.)
- docata.min.uni-hamburg.de/home (A BITV test is available and has been forwarded to the provider.)
- www.unikontor.uni-hamburg.de
- University sports booking system and process: buchung.hochschulsport-hamburg.de/angebote/aktueller_zeitraum/ or buchung.hochschulsport-hamburg.de/cgi/anmeldung.fcgi (So far there has been no impact on accessibility, so it is planned to introduce a new system in the next semesters, the accessibility of which will be confirmed in advance by the developer.)

Arbitration procedure
If you are unable to find a satisfactory solution, even after providing feedback to the address provided above, you may contact the ombudsperson’s office provided for in Section 13a HmbBGG (German: Schlichtungsstelle HmbBGG). This ombudsperson is tasked with fostering an extrajudicial resolution for conflicts between persons with a disability and public offices. The arbitration procedure is free. Legal counsel is not required.
