SPHERE is an expression of connection,

collaboration and shared ambition.

Today it's a unique approach to rethinking higher education,

shaping policy and connecting leaders in the sector.

SPHERE is a European Commission initiative

providing training and networking opportunities

for Higher Education Reform Experts, or HEREs.

A network created in 2007

to support the modernisation of higher education

in countries neighbouring the European Union.

Through SPHERE, this work reaches four key regions:

the Southern Mediterranean, Western Balkans,

Neighbourhood East and Central Asia.

Each country has a national HERE team,

made up of ministry officials, university leaders,

student leaders, and other relevant authorities.

Coordinated by the National Erasmus+ Office,

and endorsed by the EU,

the goal of the HERE network

is to inspire policy change in higher education systems,

improve institutional strategies and practices,

promote European policies,

and create links between universities and society,

while strengthening cooperation

with the EU’s European Education Area,

and the wider European Higher Education Area.

SPHERE supports these efforts through peer exchange,

learning and training opportunities

designed to deepen their knowledge

and expand their impact.

It provides expertise and support on thematic policy

and practical issues for the HERE teams,

and produces publications

on key development trends in higher education.

All these measures aim to support the HEREs

in becoming catalysts for change and innovation

in their countries.
