Regulation 84: Reclaimed Water Reuse

The Water Quality Control Division began a stakeholder engagement process in July 2025 to update Regulation 84: Reclaimed Water Control. Regulation 84 outlines the requirements for the treatment, distribution, and use of reclaimed water in Colorado. The regulation sets water quality standards, practices, and other safety measures to protect the public and the environment while encouraging reclaimed water use. 

The division will host monthly meetings through early 2026 to solicit feedback from stakeholders. Following the stakeholder engagement process, the Water Quality Control Commission will hold a Rulemaking Hearing in April 2026.

How to get involved

 

The division will meet with stakeholders through virtual meetings to discuss various topics, including: 

  • Whether Regulation 84 should allow entities to use reclaimed water for snowmaking. 
  • Evaluating existing and potential new water quality standards and practices to ensure environmental protection and public health.
  • Revising existing language for clarity. For example, clarifying actions when the regulation reads, “the division will” or “the division may.”
  • Expanding allowable reclaimed water delivery mechanisms (i.e., lay-flat hoses).
  • Implementing storage requirements for certain categories of reclaimed water. 
  • How often treatment facilities report to the division.
