On 20 October 2026, the Directorate-General for Climate-Action will host a hybrid stakeholder consultation event on the Investment Booster, the first stage of the Industrial Decarbonisation Bank (IDB). Announced in the Clean Industrial Deal and put forward by the European Commission under the recent ETS revision proposal, the IDB is intended to mobilise €100 billion from EU ETS resources for the decarbonisation of European industry.
The main objective of this consultation is to discuss the design and operation of the Investment Booster, which is expected to support eligible projects through a ‘First in, First-Served’ approach based on fixed carbon premia. Under the Investment Booster, priority will be given to mature projects that are ready for implementation.

Description
The Industrial Decarbonisation Bank (IDB), announced in the Clean Industrial Deal, is being proposed as a key investment support pillar under the ETS revision proposal. The IDB is intended to accelerate the decarbonisation of energy-intensive industries while strengthening their competitiveness as well as Europe's economic security. Overall, the IDB is expected to mobilise around €100 billion in funding from EU ETS resources.
The Investment Booster, a €30 billion initiative financed by 400 million ETS allowances, was first announced by President von der Leyen in March 2026. The Booster is designed to support decarbonisation projects, with speed and solidarity as guiding principles. The stakeholder event will focus on how these objectives can be put into practice.
