W ubiegłym roku najwięcej uwagi poświęciliśmy zwiększeniu zdolności Europy do działania w zmieniającym się świecie. Komisja Europejska włożyła wiele wysiłku w zwiększenie konkurencyjności Europy, zmniejszenie strategicznych zależności, wzmocnienie obrony, wspieranie Ukrainy, rozwój partnerstw na arenie światowej oraz ochronę demokracji i obywateli. Ma to na celu zagwarantowanie Europie większej niezależności oraz większego bezpieczeństwa i dobrobytu. W trudnych sytuacjach umiemy tego dowieść. Odpowiedź Europy jest zawsze wspólna.

Najważniejsze działania
- 16 października 2025 r.Plan działania na rzecz gotowości obronnej do 2030 r. mający na celu wzmocnienie europejskich zdolności obronnych
Plan obejmuje sztandarowe projekty, takie jak Straż Wschodniej Flanki, europejska inicjatywa na rzecz obrony przed dronami, europejska tarcza powietrzna i europejska tarcza kosmiczna. Pierwszych pięć wspólnych projektów zaproponowano w lipcu 2026 r. Komisja zaprezentowała również pakiet środków na rzecz mobilności wojskowej, dzięki któremu ma powstać „wojskowa strefa Schengen” zapewniająca płynne przemieszczanie wojsk, sprzętu i innych zasobów wojskowych w całej UE.
- 12 listopada 2025 r.Europejska tarcza demokracji i strategia UE na rzecz społeczeństwa obywatelskiego
Ich celem jest zachęcenie obywateli do większego zaangażowania, wspieranie organizacji społeczeństwa obywatelskiego i promowanie odpornych demokracji w całej UE.
- 28 listopada 2025 r.Pakt na rzecz regionu śródziemnomorskiego
Służy on pogłębieniu współpracy i stanowi ważny krok w kierunku poprawy stabilności, bezpieczeństwa i dobrobytu we wspólnej przestrzeni śródziemnomorskiej.
- 10 grudnia 2026 r.Pakiet dotyczący europejskich sieci energetycznych i Inicjatywa na rzecz autostrad energetycznych
Mają one przyspieszyć rozwój infrastruktury energetycznej w całej UE i zapewnić krótkoterminowe wsparcie dla ośmiu najpilniejszych projektów w dziedzinie infrastruktury energetycznej. Komisja chce uczynić Europę pierwszym kontynentem opartym na energii elektrycznej, w czym pomogą jej również plan działania na rzecz elektryfikacji, rewizja systemu handlu emisjami w lipcu 2026 r., a także środki wspierające przemysł w UE w czystej transformacji i elektryfikacji.
- 16 grudnia 2025 r.Europejski plan na rzecz przystępnych cenowo mieszkań
Plan ma na celu zwiększenie podaży mieszkań i inwestycji mieszkaniowych oraz poprawę dostępu do mieszkań wysokiej jakości, które są przystępne cenowo i zgodne z normami ekologicznymi.
- 17 stycznia 2026 r.UE i Mercosur podpisują historyczną umowę o partnerstwie
W ubiegłym roku UE zawarła umowy handlowe również z Australią, Indiami, Indonezją, Meksykiem i Szwajcarią. Prowadziła również dalsze negocjacje z Malezją, Filipinami, Tajlandią i Zjednoczonymi Emiratami Arabskimi.
- 10 lutego 2026 r.Plan działania przeciwko cyberszykanowaniu chroniący młodych ludzi w internecie
Komisja jest liderem w tworzeniu bezpiecznej przestrzeni cyfrowej dla dzieci. W kwietniu 2026 r. Komisja ogłosiła, że europejska aplikacja mobilna do weryfikacji wieku jest już gotowa, a w lipcu 2026 r. specjalny panel ds. bezpieczeństwa dzieci w internecie przedstawił sprawozdanie końcowe, w którym podkreślił najpoważniejsze zagrożenia, z jakimi dzieci mierzą się w internecie, i przedstawił zalecenia.
- 4 marca 2026 r.Akt w sprawie przyspieszenia rozwoju przemysłu
Służy on zwiększeniu popytu na niskoemisyjne produkty wytwarzane w Europie, wzmocnieniu łańcuchów produkcji i dostaw, uproszczeniu wydawania pozwoleń oraz wspieraniu inwestycji i tworzenia miejsc pracy w sektorach strategicznych.
- 18 marca 2026 r.EU Inc. – nowe, dobrowolne i z założenia cyfrowe europejskie ramy regulacyjne dla firm
Jest to jednolity system rejestracji spółek, dzięki któremu łatwiej będzie rozpocząć, prowadzić i rozwijać działalność na całym rynku wewnętrznym.
- 24 kwietnia 2026 r.Plan działania „Jedna Europa, jeden rynek”
Określono w nim konkretne działania, cele i harmonogramy służące zwiększeniu konkurencyjności i dokończeniu budowy jednolitego rynku do 2027 r.
- 6 maja 2026 r.Pierwsza w historii strategia walki z ubóstwem
W ubiegłym roku Komisja kontynuowała działania na rzecz stworzenia Unii równości. Poza strategią walki z ubóstwem Komisja przyjęła również strategię na rzecz równości osób LGBTIQ+, unijną strategię przeciwdziałania rasizmowi, strategię na rzecz równouprawnienia płci oraz pierwszą w historii strategię UE na rzecz sprawiedliwości międzypokoleniowej.
- 13 maja 2026 r.Pakiet dla pasażerów, który ma umożliwić bezproblemowe transgraniczne przejazdy koleją
W jego ramach wprowadzono możliwość rezerwacji jednego biletu na całą podróż oraz wzmocniono prawa pasażerów na całej trasie przejazdu. Stanowi on uzupełnienie pakietu transportowego z listopada 2025 r., który służy przyspieszeniu rozwoju europejskiej sieci kolei dużych prędkości oraz pobudzeniu inwestycji w odnawialne i niskoemisyjne paliwa na potrzeby sektorów lotnictwa i żeglugi.
- 3 czerwca 2026 r.Pakiet dotyczący europejskiej suwerenności technologicznej
Obejmuje on akt w sprawie czipów 2.0, akt w sprawie rozwoju chmury i AI, strategię otwartego oprogramowania oraz plan działania na rzecz cyfryzacji i AI w energetyce. Komisja ogłosiła również strategię w sprawie zastosowania AI i strategię dotyczącą AI w nauce, aby przyspieszyć wykorzystanie sztucznej inteligencji w całej UE, oraz przedstawiła plan działania mający na celu przeciwdziałanie zagrożeniom i wykorzystanie możliwości, jakie stwarzają zaawansowane modele AI w dziedzinie cyberbezpieczeństwa.
- 15 czerwca 2026 r.Rada rozpoczyna negocjacje w sprawie pierwszej grupy tematycznej rozdziałów negocjacyjnych w procesie akcesyjnym Ukrainy
Kładzie to podwaliny pod przyszłość Ukrainy w UE. Europa pokazała, że będzie stać po stronie Ukrainy tak długo, jak będzie to konieczne. Kraje UE uzgodniły także przeznaczenie dodatkowych 90 mld euro na wsparcie budżetu Ukrainy oraz jej potrzeb wojskowych w latach 2026 i 2027. Kwota ta jest uzupełnieniem już przekazanych środków w wysokości ponad 200 mld euro.
- Lipiec – sierpień 2026 r.Poważne pożary roślinności w całej Europie
Latem wiele krajów UE zmagało się z rozległymi pożarami lasów. Komisja koordynowała wysłanie za granicę 777 strażaków i 41 statków powietrznych, aby pomóc tym krajom w walce z pożarami.
