If you are applying for an extended permit or citizenship or renewing your residence permit card or residence card, it is possible that you do not need to visit a service point to prove your identity. Brexit permits
Apply for Brexit permits on this page

The following permits are Brexit permits:
- right of residence under the withdrawal agreement
- right of permanent residence under the withdrawal agreement
- change of status to right of permanent residence under the withdrawal agreement.
The following permits are Brexit permits for family members of British citizens:
- right of residence under the withdrawal agreement for a family member of a British citizen
- right of permanent residence under the withdrawal agreement for a family member of a British citizen
- change of status to right of permanent residence under the withdrawal agreement for a family member of a British citizen.

If your Brexit residence permit card is about to expire
When you have a right of residence under the withdrawal agreement but not yet the right of permanent residence, apply for the right of permanent residence. You will receive a new card when you are granted the right of permanent residence.
- You have a right of residence under the withdrawal agreement if your Brexit residence permit card contains the reference ‘SEU-sopimuksen 50 artikla’ or ‘artikel 50 i EU-fördraget’.
If you already have the right of permanent residence under the withdrawal agreement but need to apply for a new Brexit residence permit card, for example because your current card is missing, apply for a new card on Enter Finland on the page Renewal of card. - You have the right of permanent residence under the withdrawal agreement if your Brexit residence permit card contains the reference ‘P SEU-sopimuksen 50 artikla’ or ‘P artikel 50 i EU-fördraget’.
Apply for a residence permit if you arrive in Finland after 31 December 2020
British citizens who are now moving to Finland for the first time must apply for a residence permit, not a Brexit permit. As a British citizen, you can apply for a Brexit permit only if you have lived in Finland before 1 January 2021.
Family members
The spouse or partner of a British citizen who lives in Finland may come to Finland and apply for a Brexit permit if:
- the family member who lives in Finland has a Brexit permit and
- your family was formed before 1 January 2021.
Your children may come to Finland at any point and apply for a Brexit permit. The children may be born or legally adopted before or after 1 January 2021.
Apply for a Brexit permit within 3 months of arriving in Finland.

Apply for a right of residence under the withdrawal agreement or a right of permanent residence under the withdrawal agreement
Use this form if:
- you are a British citizen or a family member of a British citizen and are applying for a right of residence under the withdrawal agreement or a right of permanent residence under the withdrawal agreement or
- you are applying for a right of residence under the withdrawal agreement for your child.
- Family members must apply for a right of residence under the withdrawal agreement within three (3) months of arriving in Finland.
Change your certificate of right of permanent residence, or your permanent residence card granted to you as a family member, to a right of permanent residence under the withdrawal agreement.
Use this form if:
- you are a British citizen and have earlier been issued with a certificate of the right of permanent residence or
- you are a family member of a British citizen and have earlier been issued with a permanent residence card.
- Give the reasons why you did not submit your application within the given time limit in the field ‘Additional information’. Add the necessary attachments to the application, also documents on why you have reasonable grounds for late application. Such a document can be a doctor’s certificate, for example.
