PR #1482 replaced the inline macOS 15 networking diagnosis steps with a link to troubleshooting.md#all-networking-fails-on-macos-15, but the troubleshooting.md file was never committed. Restore the steps inline so the section is no longer a dead link. Closes #1604 Co-authored-by: Cursor <cursoragent@cursor.com>
