Summary

Add opamp_polling_interval and sampling_rate in central config for EDOT application agents

Checklist

Identify risks

Should be no risks, it's additional options in the UI which if not used have no effect, and if used can only be accessed by the specific EDOT application agents that apply, and they will either handle the option or ignore it depending on the version of the application agent
