What this PR does / why we need it:

• Added support for NVME Hyperdisks on Windows Nodes #2114 used the http.Get function, which required more logic. I've replaced that with the metadata golang package.
• The logic to retrieve disks was unnecessarily duplicated. I've de-duped it.

I manually tested this by running it on a windows cluster with pdcsi addon disabled. I used a c3 machine (NVMe) and applied a workload that scheduled on the windows machine. The pod got to Running.
