* chore(rbgs): quote appVersion and image tags in Helm chart

Address review feedback: wrap appVersion and image tags in double
quotes to avoid YAML numeric/scientific-notation coercion and to
honor the Chart.yaml recommendation.

* chore(release): quote appVersion and image tag in update-release.sh

Emit appVersion and Helm image tags with double quotes so generated
Helm files avoid YAML numeric/scientific-notation coercion and honor
the Chart.yaml recommendation. The sed replacements are idempotent for
already-quoted values.
