Move the SFT effect + its two interpreters (interpretSFT, interpretSFTInMemory) to Wire.SFT. Self-contained HTTP fetch + in-memory state; the AllURLs schema stays in the module (preserves S scope). Rewire consumers (CanonicalInterpreter, Brig.API.Public, Brig.Calling.API, unit Test.Brig.Calling); delete old module; register in cabal.
