Azem or Emet secretly uses a sex toy on the other in the convocation meeting chambers, during a meeting (or Hythlodaeus sitting in the balcony does it to one or both of them). The receiver tries their best to stay quiet and not let on that they’re being fucked in the middle of the session. Whether they succeed, get noticed (or called out), or have to excuse themself to go finish up somewhere private, is up to you.
