CSD on negotiations on a Comprehensive Economic Partnership Agreement (CEPA) between the EU and Indonesia

The purpose of this meeting is to inform participants on the state of play and latest developments in the negotiations with Indonesia. Negotiations started in 2016, and a political agreement was announced in July 2025.

Negotiations on an EU-Indonesia CEPA started in 2016, with 19 rounds taking place until 2024. Since then, negotiations have continued in an ad-hoc format. On 13 July 2025, European Commission President Ursula Von der Leyen and Indonesian President Prabowo Subianto reached a political agreement on the CEPA. This marks a decisive milestone towards the finalisation of the deal by Commissioner Maroš Šefčovič and Coordinating Minister Airlangga Hartarto by September 2025.

A comprehensive, forward-looking, and mutually beneficial EU-Indonesia agreement will promote trade and investment, foster inclusive and sustainable growth, and enhance the resilience of supply chains. The CEPA will support cooperation on critical raw materials, which are vital to both partners' strategic interests and industrial competitiveness. Ultimately, the CEPA will serve not only as a robust platform for deepening our economic ties but also stand as a defining achievement in the long-standing EU-Indonesia bilateral relationship, anchored in a common commitment to open, rules-based cooperation.

In the meeting, the Commission will present the latest developments in the negotiations and discuss with civil society the state of play and next steps.
