📰 NEWS | Trump Administration in Reported Talks for 100-Year Lease of Venezuelan Oil Reserves

The Trump administration is reportedly negotiating long-term access to Venezuelan oilfields in a deal that could involve more than 90 billion barrels of crude across 17 projects.

Axios reported that the agreement could give the US an ownership stake, while Reuters said discussions could involve a lease under which the Trump administration would auction or allocate fields to selected corporations. Bloomberg reported the lease could last as long as 100 years.

The reported negotiations come as the Rodríguez government has fast-tracked reforms opening Venezuela’s oil sector to foreign companies, cutting royalties and taxes and transferring greater control over operations and sales to private firms. Venezuelan oil revenues are also currently deposited in a US Treasury account.

Dozens of campesino families in Bolívar State are seeking government support after the collective title to their 470-hectare estate was revoked in 2024. The Ojo de Agua Las 3 Raíces council, representing 41 families, says local authorities failed to notify them for more than two years and that the community has recently faced intimidation and attempted eviction.

Spokeswoman Zurima Carvajal reported that shots were fired at her home and called on Acting President Delcy Rodríguez, Agriculture Minister Vladimir Padrino and the National Land Institute (INTI) to investigate and restore the group’s title.

The collective began occupying the land in 2018 after reporting abandoned estates to authorities and secured its title in 2020 following the 2018 Admirable Campesino March. The organization says the land remains productive, while campesino movements have increasingly denounced land-title revocations and attacks in rural areas.

Venezuela has signed a five-year memorandum with India’s Greens Zoological Rescue and Rehabilitation Centre (GZRRC), the operating entity of Vantara, to provide technical assistance, training and technology for the country’s zoos and wildlife conservation centers.

The agreement also includes plans for an aquarium, wildlife conservation center, veterinary center and wildlife hospital in La Guaira as part of post-earthquake recovery efforts.

Vantara is backed by Reliance Industries and the Ambani family. Despite its stated conservation mission, the initiative has faced allegations from environmental groups concerning wildlife acquisition, trade and its operation as a large-scale private zoo. India’s Supreme Court investigated complaints against Vantara in 2024 before dismissing the case.

A joint investigation by Süddeutsche Zeitung and Armando.info reported that more than 5,000 Venezuelan animals had been transferred to Vantara facilities by the end of 2024, including protected species such as the Orinoco crocodile, harpy eagle, jaguar and giant anteater.

Venezuela’s oil production has largely plateaued since mid-year despite rising global crude prices and a sweeping pro-investor overhaul of the hydrocarbon sector.

OPEC reported August output at 1.145 million barrels per day, while PDVSA reported 1.201 million bpd. Since May, production has grown by only 7 percent.

Meanwhile, Washington has expanded its control over Venezuela’s oil industry. PDVSA President Héctor Obregón confirmed that crude export revenues are currently deposited in a US Treasury account before US officials decide when and how much is returned to Caracas.

The Rodríguez government has also granted long-term concessions to foreign corporate interests. On September 4, Colombian banking magnate Jaime Gilinski received a 25-year concession for the Bare heavy-crude block through his company GeoPark. Once one of the Orinoco Oil Belt’s most productive fields, Bare produced more than 100,000 bpd in 2011. GeoPark has set an 85,000 bpd target and pledged more than $300 million in investment.

The Gilinski Group has been implicated in investigations concerning offshore banking and alleged tax evasion, including its appearance in the 2021 Pandora Papers. The family also has longstanding ties to Israel.

The US Department of Agriculture has announced a package to expand US agricultural exports to Venezuela through government-backed credit, food assistance and technical training. Washington will reactivate the GSM-102 export guarantee program and lift restrictions allowing foreign banks to back Venezuela-related transactions.

The initiative comes as Venezuelan producers protest the impact of imports on national agriculture. On September 9, rice growers from Guárico and nearby states staged a “tractorazo” in Calabozo, blocking a major highway to demand that the government halt imported rice during the domestic harvest and enforce established prices.

Producers argue that imports from countries with subsidized agricultural sectors, including the US, create unfair competition. FEDEAGRO reports that more than 2.2 million metric tons of white corn, yellow corn and rice have entered Venezuela in 2026, more than triple the recent combined high recorded in 2023.

Rural organizations have also denounced tariff and import-tax exemptions, while rice growers say imported products have saturated storage facilities and forced them to sell below production costs. Producers are demanding state support to offset losses and protect national food production.

Former Venezuelan Industry Minister and government envoy Alex Saab has pleaded guilty to money laundering charges in a US federal court in Miami.

Under a plea agreement, Saab admitted to participating with “high-ranking officials” in the Maduro government in an alleged scheme involving bribes and illicit payments linked to Venezuela’s CLAP food program. The agreement names former Táchira governor José Gregorio Vielma Mora and three Colombian nationals as alleged accomplices.

Saab also agreed to fully cooperate with the US Department of Justice and surrender $195 million in assets allegedly linked to the offenses. He faces up to 20 years in prison, but prosecutors may recommend a reduced sentence if his cooperation proves valuable.
