Fiction
Energon Universe
When Shockwave attempted to use a Space bridge to transport Cybertron into Earth orbit, the Autobots naturally tried to stop him. They succeeded in sending their planet back through the portal, but before it could make it completely through, Optimus Prime blew up Shockwave's cache of harvested Energon. This devastated Shockwave's tower, and more critically, destroyed the Space Bridge generator, causing the portal to close before Cybertron was all the way back through it. This sliced a portion of the planet off, and the gravity of Earth caused it to fall and land in the Pacific Ocean. Transformers #12. These events were observed by Cobra Destro #5 and a salvage team from M.A.R.S. In particular, the tidal wave created by an island-sized object abruptly being dropped into the ocean threatened to wash away the salvage team from the shore, but they were saved by their conscript Starscream and serendipitously-present Astrotrain.
Swindle, Blast Off, and Vortex were all on the shard when it severed, as they were next seen on it with Starscream, Astrotrain, the salvage team, and the rest of the Combaticons. After murdering most of the M.A.R.S. operatives, Transformers #14 Starscream and his cronies abandoned the shard to enact their dastardly schemes. Transformers #15
At some point, the US government paid a visit to the shard and recovered some Cybertronian technology, which was sent to a lab to be guarded by G.I. Joe and then stolen by Cobra. G.I. Joe #1
The portion of Cybertron constituting the shard just so happened to be one of the locations Megatron had stashed materials and Energon for future use. It also contained a Beacon of The Ancient, intended to guide the Guardian back to Cybertron, though they had not returned for centuries. Megatron used the resources there to repair Starscream before beating the ever-living daylights out of him, and then forcing him to execute Astrotrain. Transformers #20
