🤝🏻 Innovation, digital literacy, and startup support: Scaling up cooperation with the United Kingdom and Estonia At the WINWIN Summit 2025, we signed a Memorandum with the Foreign, Commonwealth and Development Office and the Department for Science, Innovation and Technology of the United Kingdom of Great Britain and Northern Ireland, as well as with the Ministry of Justice and Digital Affairs of the Republic of Estonia. Together, we will advance AI initiatives, implement innovative GovTech solutions, and support research and educational projects that strengthen Ukraine’s digital economy. Our cooperation will focus on: ✅ developing digital government technologies and public services; ✅ sharing experience in artificial intelligence, open data, and cybersecurity; ✅ supporting startups and innovative companies; ✅ launching joint educational programs on digital literacy and innovation management; ✅ achieving the goals of Ukraine’s Global Innovation Strategy until 2030 WINWIN. The United Kingdom and Estonia are our reliable partners and friends. Since the Ministry of Digital Transformation was founded, these countries have supported innovation development in Ukraine. Quality data and an AI assistant: Launching the new digital portal of the State Statistics Service The days of searching for information across multiple sources and websites are over. Now, data are structured, accessible, and easy to use, serving government, business, analysts, and citizens alike. Together with the State Statistics Service (Ukrstat) team, we launched a new digital portal — a single national platform for statistical data with a built-in AI assistant, StatGPT. With just one query, the AI assistant helps users find exactly the information they need. The portal also offers: 📊 a data bank with easy-to-use filters 📈 interactive dashboards and dynamic tables 🔗 an API for real-time data access We have been working on reforming Ukrstat since 2021 together with our partners. Our goal is to transform state statistics into a modern analytical data company that collects, processes, and distributes data in real time. The new Ukrstat portal is another step toward a digital state — one where effective decisions are made based on quality data. 🦾 WINWIN Summit 2025: How innovation drives Ukraine’s development Together with the IT Ukraine Association, we held one of the largest tech summits in the country. The main goal was to present the first steps in implementing the WINWIN 2030 Strategy and to show how Ukraine is becoming a hub for innovation. The WINWIN Summit 2025 brought together global tech giants, including OpenAI, Mistral AI, Google, Microsoft, NVIDIA, Cisco, and ElevenLabs, along with international and Ukrainian representatives from government, business, and startups. Ukraine is now shifting from a digital to an agentic state, where artificial intelligence supports decision-making, automates processes, and builds a new level of interaction with citizens. On this path, we are: 👉🏻 developing a national large language model (LLM) together with Kyivstar 👉🏻 creating AI Factory, a state platform for developing and testing AI solutions 👉🏻 launching Diia.AI on the web portal and working on an AI assistant in the Diia app 👉🏻 strengthening partnerships with NVIDIA, ElevenLabs, and Google to integrate their innovations into Diia, Mriia, Diia.Education, and other projects 👉🏻 launching the WINWIN Project Office and bringing together professionals who share our vision 👉🏻 launching the WINWIN AI Center of Excellence, and soon — the WINWIN EdTech Center of Excellence At the WINWIN Summit, we presented drafts of Ukraine’s AI Strategy, the Semiconductor Industry Development Strategy, and the AUV Industry Strategy. We also announced the upcoming MedTech Sandbox and new partnerships with leading global tech companies. One of the first projects, implemented jointly with the Ministry of Health, Feofaniya Hospital, and GutSee Health, will pilot an AI-driven phage therapy for treating antibiotic-resistant infections, marking the first such initiative in Eastern Europe. €60+ million for strengthening Ukraine’s cyber resilience in 2025: The eighth Tallinn Mechanism meeting held Representatives from 13 participating countries of the Tallinn Mechanism, along with observers from the Czech Republic, the European Union, NATO, and the World Bank, met in Paris to discuss ways to enhance Ukraine’s cyber resilience. By the end of the year, Ukraine is set to receive €60.9 million under this initiative from partner countries. Overall, partners have allocated over €200 million to support projects that boost the cyber resilience of Ukraine’s civil and critical infrastructure through the Tallinn Mechanism. With their support, dozens of initiatives have been implemented, from cybersecurity assessments to software procurement. Participating countries of the Tallinn Mechanism: the United Kingdom, Denmark, Estonia, Italy, Canada, the Netherlands, Germany, Poland, the United States, France, Sweden, Norway, and Finland. We thank all partners for their consistent support of Ukraine’s cyber resilience. 🇪🇺 IT Studios, European integration, and civil servant training at CDTO Campus: The EU4DigitalUA program has concluded Together with the European Union and FIAP, we have successfully implemented the EU4DigitalUA program. Over five years of cooperation, EU4DigitalUA has become one of the Ministry of Digital Transformation’s key partners on the path toward European integration and building a digital state. Thanks to EU4DigitalUA’s support, we have achieved: 🔹 promotion of new digital services within Diia — Diia.Signature, uResidency, e-Entrepreneur, and Diia.Engine; 🔹 training of hundreds of civil servants through the CDTO Campus program; 🔹 development of a new Law on Personal Data Protection; 🔹 creation of educational series for Ukrainians on Diia.Education; 🔹 organization of more than 15 national information campaigns; 🔹 support for three Diia Summits; 🔹 preparation for Negotiation Chapter 10 as part of Ukraine’s EU accession process. 🇺🇦 From a digital to an agentive state: Sharing Ukraine’s experience and vision in AI development During EU Regions Week in Brussels, Софія Петькова, AI Projects Coordinator, and Nelli Blinova, AI International Partnerships Manager, shared the achievements and steps that will help reach the goal of ranking among the world’s top three countries in AI integration and implementation by 2030. We have three strategic focuses for developing the AI sector in Ukraine: the national AI strategy, the product track, and building AI sovereignty in Ukraine. In the context of war, cyberthreats, and geopolitical pressure, controlling our own models, data, and infrastructure is essential. Current priorities include: • scaling Diia.AI — the world’s first national AI assistant that delivers services • building a national LLM • integrating AI into the tools for internal government efficiency Ukraine’s experience demonstrates that a crisis can serve as a catalyst for technological growth. We remain open to cooperation, share our expertise, and continue developing the European trustworthy AI ecosystem 🦾

💻 19,000 devices for schools, hospitals, and communities: Results of the Laptops for Ukraine project Over three years, individuals and companies from nine EU countries donated equipment for critical infrastructure — laptops, tablets, and communication devices. The main goal was to meet the urgent needs of Ukrainian schools, hospitals, and communities affected by the war. We are grateful to the European Commission (DG CNECT) and DIGITALEUROPE the EU Civil Protection Mechanism, and the Ministry of the Interior of the Slovak Republic for their support and coordination of the project 🤝🏻

🇫🇮 Strengthening Ukraine’s cybersecurity: Finland joins the Tallinn Mechanism Finland has become the thirteenth country to join the Tallinn Mechanism, an international initiative that helps Ukraine enhance its cyber resilience and digital security. Finland brings strong expertise in digital governance, cybersecurity, and critical infrastructure protection. Together with our partners, we will develop technological solutions and share best practices. Finland’s participation in the Tallinn Mechanism will also open new opportunities for collaboration between Finnish and Ukrainian tech companies. 🔐 The Tallinn Mechanism was launched in 2023 in response to ongoing cyberattacks from Russia. Under this framework, we are already implementing dozens of initiatives to strengthen Ukraine’s cyber resilience. We thank all partner countries for their steadfast and unwavering support 🤝🏻

🇺🇦 Building the Future: Ukraine Shaping the Next Wave of Innovation The Meta Global Policy and Innovation Flyout 2025 brought together 100 innovators from around the world — 60 from the United States, the rest from Europe and Asia. Valeriya Ionan, Advisor to Mykhailo Fedorov, represented Ukraine as the sole participant from our country. Meta is a strong partner of Ukraine. One of the highlights was the Meta Orion demo — AR glasses with multiple virtual screens, intuitive hand gestures, a neural wristband, and AI seamlessly integrated into everyday life. This is human-machine symbiosis: shared AR spaces, instant collaboration, and AI that augments decision-making in real-time. Within Ukraine’s innovation track, we combine technologies and ecosystem thinking to shape the next generation of public services, governance, and citizen experience. Ukraine is moving from a digital state to an agentic state, implementing the WINWIN Strategy, advancing the Digital Agenda, rolling out the AI Strategy, developing the BRAVE1 defence tech cluster, and launching the first governmental AI-agent — Diia.AI. During the visit, Valeriya met key partners: 👉🏻 Google — discussed plans and achievements with Yossi Matias, VP and Head of Google Research. Highlights include support for startups, Diia.Education, Mriia, Gemini and AI Pro subscriptions for students, and Gemini powering Diia.AI. 👉🏻 Astro Teller, Captain of Moonshots at X — exchanged insights on bold, high-risk projects tackling global challenges and share the WINWIN strategy perspective. 👉🏻 Cisco — talked about the strengthened cooperation via the Country Digital Acceleration Program, supporting online marriage in Diia through Webex, opening the first immersive hub in Ternopil, launching CDTO Campus, and many other. 👉🏻 Stanford University — discussed a new project with Gauthier Vasseur to highlight Ukrainian defence tech and showcase the innovation, flexibility, and efficiency of Ukrainian startups. Innovation is born in business, but governments create conditions, support adoption, and ensure technologies reflect democratic values.
