Michael C. Horowitz is a US academic and member of the militarist pressure groups Center for a New American Security and Committee on the Present Danger, who attended his first Bilderberg meeting in 2018.[1]
Education
Horowitz grew up in Lexington, MA. He attended Emory University, where he was a member of a team that won the 2000 National Debate Tournament.[2] He graduated from Emory in 2000 with a BA in political science, then received a PhD in Government from Harvard University.
He was selected a "Young Strategist" by the German Marshall Fund.
Career
Horowitz has a faculty position at the University of Pennsylvania. His research interests include "the intersection of emerging technologies such as artificial intelligence and robotics with global politics, military innovation, the role of leaders in international politics, and geopolitical forecasting methodology."[3]
In 2013 he was an International Affairs Fellow, funded by the Council on Foreign Relations, in the Office of the Undersecretary of Defense for Policy. He is author of the book The Diffusion of Military Power: Causes and Consequences for International Politics, which "examines how the financial and organizational challenges of adopting new methods of fighting wars can influence the international balance of power."[4][4]
He has held fellowships at the Weatherhead Center, Olin Institute, and Belfer Center at Harvard.[5]
He worked on the AUKUS agreement during his time at the Pentagon from 2022 to 2024.[6] He also argues for a systemic reform of the Pentagon's budget process .[7]
On February 25, 2020, Horowitz was appointed director of Perry World House, the University of Pennsylvania's think tank for Global Affairs. He previously was the think tank's Associate Director from 2015 to 2019.[8]
Horowitz is a life member of the Council on Foreign Relations.[9]
He is "agenda contributor" for the WEF, writing a piece in January 2018 on "Academia can be an important vanguard of the Fourth Industrial Revolution".[10]
When the second Trump administration introduced a $1 trillion military budget, Horowitz wrote:
The legislation pushes the total planned defense spending requests and appropriations to over $1 trillion for Fiscal Year 2026 (FY26). It includes a $156.2 billion increase in national defense funding, in addition to the Pentagon's request for approximately $848 billion in defense spending for FY26....There’s a risk that, without sustained follow-on funding, the bill’s investments will stall—wasting both resources and momentum.[11]
