Philip H. "Phil" Gordon is a US diplomat who attended the 2010 Bilderberg meeting as Assistant Secretary of State for Hillary Clinton.

Education

Gordon received a B.A. from Ohio University in 1984, a M.A. and Ph.D. from Johns Hopkins University School of Advanced International Studies (SAIS) in 1987 and 1991, respectively.[1]

Career

From 1994–98 he was senior fellow and editor of the quarterly journal Survival at the International Institute for Strategic Studies in London. He has also held research and teaching positions at INSEAD, the global graduate business school in Fontainebleau, France; the Deutsche Gesellschaft für Auswärtige Politik in Germany; the Sciences Po, in Paris; the Johns Hopkins School of Advanced International Studies (SAIS) in Washington DC; and RAND.[1]

From 1998–99 Gordon was Director for European Affairs at the National Security Council under President Bill Clinton. He was responsible for NATO, the EU, the OSCE, France, Turkey, Greece and Cyprus.[1]

From 2000–08, Gordon was employed as a senior fellow at the Brookings Institution in Washington DC. In 2004 he became the founding director of the Center on the United States and Europe (CUSE), which ran programs focused on expanding global cooperation between the United States and its transatlantic "partners".[1]

Gordon was Assistant Secretary of State for European and Eurasian Affairs under Secretary of State Hillary Clinton from May 2009 through March 2013. As head of the department’s largest bureau, he managed a Washington DC-based staff of nearly 400, an overseas staff of more than 7,000, and oversaw a budget of over $1 billion. Gordon was responsible for 50 countries in Europe and Eurasia as well as for NATO, the European Union (EU) and the Organization for Security and Cooperation in Europe (OSCE).

Philip Gordon was special assistant to the president and White House Coordinator for the Middle East, North Africa, and the Gulf Region from 2013-15. He worked closely with the president, secretary of state, and national security advisor on issues including the - fictional - "Iranian nuclear program", Middle East peace negotiations, the regime change in Syria, U.S. relations with the gulf states, the regime changes in North Africa, and bilateral relations with Israel, Egypt, Jordan, and Lebanon.[1]

He joined the Council on Foreign Relations in April 2015 as a senior fellow focused on U.S. foreign and national security policy.[1] After he stepped down from the Obama administration, Gordon was one of the biggest boosters of the Iran nuclear deal.[2] He was received lucrative payments as Senior Adviser at Albright Stonebridge Group.[3]

During the 2020 Democratic Party presidential primaries, Gordon was a foreign policy advisor to Kamala Harris' campaign.[2]

At the start of the Biden Administration, Gordon was appointed Deputy National Security Advisor to Vice President Harris. On March 21, 2022, Gordon succeeded Nancy McEldowney as National Security Advisor to the Vice President.[4][5]

During the Gaza war, Gordon took a high-profile trip to Israel and the West Bank, meeting with Israeli President Isaac Herzog and Palestinian President Mahmoud Abbas.[2]

In August 2024, Gordon said that Kamala Harris did not support an arms embargo on Israel.[6]
