Cloud computing services are at the core of the EU’s digital transformation and vital to the functioning of the Digital Single Market. IMCO organised a public hearing to assess the current landscape of cloud services in the Internal Market and, more specifically, to have a closer look at the implementation of Chapter VI (“Switching between data processing services”) of the Data Act. These provisions, under IMCO’s remit, address key issues such as cloud interoperability and data portability.
The discussion focused on how cloud computing contributes to the Digital Decade targets - notably, the goal for 75% of EU enterprises to adopt cloud services by 2030. Experts explored what drives or hinders cloud adoption across sectors, how cloud technologies support innovation and competitiveness, and what measures could strengthen Europe's position in the global digital economy. Special attention wwas given to facilitating access for SMEs and ensuring fair, open markets.
Finally, Members discussed the implementation of Articles 34 and 35 of the Data Act, examining progress in standardisation, governance challenges, and the development of harmonised, industry-driven standards that foster interoperability, data portability, and sustainable growth in Europe's cloud ecosystem.
