Universities are expected provide an environment conducive to teaching and research. Governments are expected to provide the legal framework for educational establishments and fund key research programmes. There is always the possibility of conflicts between the interests of the two institutions. In the past year, tensions between the US administration and many of the major US universities have come to a head. What are the real issues at stake? What are the consequences within the US and for transatlantic cooperation? What is the right balance between the legitimate interests of government and academic institutions? What are the similarities and differences in the relationship between universities and governments in the US and the EU?

The keynote speech of Professor David Rabban and subsequent discussion with a panel of academics and politicians addressed these and other complex themes, crucial to establishing the healthy relationship between public policy and the pursuit of knowledge.
