Currently sixteen states (California, Colorado, Connecticut, Illinois, Kansas, Maryland, Minnesota, Nebraska, New Jersey, New Mexico, New York, Oklahoma, Oregon, Texas, Utah, and Washington) allow illegal immigrants to pay the same in-state tuition rates as other residents of the state. To qualify, students must have attended a school in the state for a certain number of years, have graduated high school in the state, have confirmed they are applying for legal citizenship.

It is better to get undocumented immigrants into the public college system so that they can earn degrees and contribute to the economy. They are not wealthy and for all practical purposes, resident of the state. So, given them an opportunity to pursue college education will ensure that they come into the mainstream, become valuable citizens, pay taxes, and overall contribute to our economy. It is to the advantage of the community to offer undocumented immigrants in-state tuition.
