About us
Welcome to New York State Homes and Community Renewal (HCR)! New York State Homes and Community Renewal is your statewide housing resource. HCR Mission The mission of New York State Homes and Community Renewal is to build, preserve and protect affordable housing and increase home ownership across the state. About Us New York State Homes and Community Renewal (HCR) preserves housing affordability and works with many private, public and nonprofit sector partners to create inclusive, safe, “green,” and resilient places to live in New York State. HCR is charged with carrying out the Governor’s $1 billion HOUSE NY plan and by leveraging New York’s federal and state community development resources, creating affordable housing opportunities statewide. HCR programs provide financing to create and preserve multifamily housing; administer programs to improve housing conditions, ensure accessibility, and save energy; provide bonding authority and other resources to facilitate local public improvements and job creation; and help thousands of low- and moderate-income New Yorkers purchase a home. In New York City and adjacent counties, HCR enforces the State’s Rent Regulation Laws and protects the rights of tenants facing landlord harassment or rent overcharges. We also fund services for low to middle income households and for special needs populations including veterans, seniors, homeless families, individuals with HIV/AIDS, and at-risk youth. Governor Cuomo committed an additional $486 million to housing in the 2015-2016 budget, $92 million of which is dedicated to Mitchell-Lama preservation. HCR resources have helped finance over 26,000 affordable housing units since 2011, for moderate and low-income families and vulnerable New Yorkers.

What does affordable housing mean to you? For Joeseph, and other residents of Baez Place in the Bronx, it means making it to their grandchildren's recitals and having money left over even after paying rent. Baez Place is 153-unit affordable and supportive housing development in the Bronx, New York - developed by Community Access and funded by New York State Homes and Community Renewal (HCR). New York State is committed to building and preserving affordable housing across the state. Projects like Baez Place are how that commitment actually shows up in the lives of New Yorkers. This is what affordable housing does. Learn more at hcr.ny.gov

This #AANHPIHeritageMonth, we honor Doris Koo — a trailblazer whose work changed affordable housing in New York and across the nation. As AAFE's first Executive Director, Doris led the organization to become the first in New York City to use Low-Income Housing Tax Credits to develop affordable housing — a model that is now used nationwide. She later became President & CEO of Enterprise Community Partners, shaping housing policy at the national level. Her legacy lives on in every affordable home built for a family in need. #AffordableHousing #HousingLeaders #LIHTC #AAFE

Tourism is an economic driver in the Adirondacks, and New York State Homes and Community Renewal - under the leadership of Gov. Kathy Hochul - is there to support businesses, which in turn helps support vibrant, livable communities. Two $200,000 microenterprise grants provided through HCR’s Office of Community Renewal Community Development Block Grant program helped power the Rail Trail Small Business Fund, an initiative started by the Franklin County Economic Development Corporation to assist small businesses that are along connectors of the Adirondack Rail Trail. The trail is a 34-mile stretch of paved trail that provides a rare chance to walk, run and bike amidst the beauty of the Adirondack Mountains between Lake Placid and Tupper Lake. The towns of Tupper Lake and Harrietstown received the funding in 2024, and helped 11 businesses - including a motel, mini-golf course and restaurant – which in turn leads to job creation that assists low-to-moderate income earners. “The Rail Trail Small Business Fund is a fantastic way to revitalize our community. Tupper Lake is proud to work collaboratively with the Franklin County Economic Development Corporation to make this funding available to our small businesses. By backing small businesses that improve the rail trail experience, we aim to generate employment, stimulate the local economy, and ensure Tupper Lake remains a top destination in the Adirondacks," said Rick Dattola, Tupper Lake Supervisor.
