Thank Frank. The guards were there, flanking either side of the Tomb of the unknown soldier. The urns are either side of the soliders.

I must have missed access to this vantage point when I've been there - there were guards and ropes blocking off this area. Possibly I was there at the changing of the guards and access was temporarily blocked for that?
