EU Rural Pact

Rural areas are home to 137 million EU citizens, yet they often receive less attention than urban regions, while playing a crucial role in the EU’s green and digital transitions, food security, and social cohesion. They provide food, energy, biodiversity, and cultural heritage, but they also face significant challenges such as demographic decline, limited access to services, and economic transformation.

The European Economic and Social Committee (EESC) is committed to ensuring that rural areas remain vibrant, sustainable, and inclusive by bringing the voices of civil society into EU decision-making. See our relevant opinions  as well as information and recordings of our relevant debates/events.

In line with its dedication to supporting rural areas, the EESC has officially joined the Rural Pact Community, endorsing the ten shared goals of the EU's long-term vision for rural areas. The EESC actively contributes to the Rural Pact by:

  • Organizing Thematic Debates: Hosting discussions on key topics such as renewable energies in rural areas, aiming to address challenges and identify opportunities for rural development.
  • Participating in the Rural Pact Coordination Group: Collaborating with diverse stakeholders to develop strategies and coordinate actions for effective implementation of the Rural Pact.
  • Advocating for Inclusive Decision-Making: Calling for enhanced, adequately funded, and regularly evaluated Rural Action Plans that involve various stakeholders at all levels to respond effectively to the needs of the rural environment.

The EESC actively promotes sustainable rural/urban development through:

  • Policy Recommendations: Regularly adopting opinions that advocate for stronger rural-proofing of EU policies, ensuring rural needs are considered across all sectors.
  • Engagement and Consultation: Working closely with rural stakeholders, including farmers, entrepreneurs, youth organizations, and environmental groups, to ensure their voices are heard in EU decision-making.
  • Events and Debates: Organizing Rural Pact debates, public hearings, and conferences to bring together experts, policymakers and civil society organisations to discuss key challenges and opportunities for rural areas.

A sustainable rural/urban development is a shared responsibility. The EESC encourages all stakeholders – civil society organisations, policymakers, businesses, and citizens – to engage in shaping policies that support rural areas.
