Ustanovení předpisů EU upravují jak fyzické transakce, tak internetový obchod a obsahují obecně platná pravidla i ustanovení zaměřená na konkrétní produkty, včetně léků, geneticky modifikovaných organismů, tabákových výrobků, kosmetiky, hraček a výbušnin pro civilní použití.

Účinná politika ochrany spotřebitele zajišťuje řádné fungování jednotného trhu. Chrání spotřebitelská práva ve vztahu k obchodníkům a poskytuje zvýšenou ochranu zranitelným spotřebitelům.
