On 25 November 2021, the European Commission submitted a proposal to modify Directive 93/109/EC on the right of mobile European Union (EU) citizens – those residing in a Member State of which they are not nationals – to vote and stand as candidates in elections to the European Parliament. Directive 93/109/EC gave EU citizens the same rights to vote and to be elected to the European Parliament as the citizens of the Member State in which they reside. However, Member States have varying rules on the ...

The EU's temporary protection regime has provided predictability and legal certainty both to displaced people from Ukraine and to the EU Member States. The situation in Ukraine, as a result of Russia's ongoing war of aggression, still requires a common European response. The EU has therefore decided to extend temporary protection for a fifth year, until 4 March 2027, and adopted a coordinated approach to a smooth transition out of temporary protection, when the circumstances allow.

On 11 November 2025, the European Commission presented the first annual Asylum and Migration Report. The report provides an overview of the migration and asylum situation in the EU and its Member States. It was accompanied by an implementing decision determining which Member States are under migratory pressure, at risk of migratory pressure, or facing a significant migratory situation, and by a proposal for a Council implementing act establishing the Solidarity Pool to assist Member States under ...

The European Union (EU) has developed a complex architecture of information systems to support its policies on external borders, migration management and internal security. In response to recent migration and security challenges, the EU has sought to expand and upgrade its existing information systems on borders and security, and establish new systems and ensure their interconnection (interoperability). The underlying policy goal has been to 'close information gaps' on third-country nationals arriving ...

Revision of the Visa Suspension Mechanism

Εν συντομία 29-09-2025

In October 2023, the European Commission proposed a revision of Regulation (EU) 2018/1806 to strengthen the visa suspension mechanism (VSM). The VSM enables the temporary suspension of the visa exemption for a third country in the event of a sudden and substantial increase in irregular migration or security risks related to nationals of that country. Parliament is expected to vote on the proposal during its October I 2025 session.

Migrants contribute about 10 % to the world's gross domestic product and are likely to gain in importance due to skills shortages and an ageing population in host countries. Labour migration also has a significant impact on the countries of origin, both positive and negative. The overall impact of migrant workers on their countries of origin varies depending on the circumstances. In 2022, there were 167.7 million migrant workers globally, 93 % of whom were employed. Some 90 % of migrants move voluntarily ...

This paper examines how European Union (EU) development cooperation is used to address irregular migration in Africa. It focuses on the implementation of the ‘root causes approach’ and increasing use of development funds to support migration management and border management in partner countries. Drawing on academic research, policy analysis and expert interviews, the paper explores both intended and unintended effects of EU-funded interventions, with a regional focus on Sub-Saharan Africa. The findings ...

In the past decade, continuous migration and asylum pressure on European Union Member States has made the external dimension of the EU's approach to migration management all the more important. The need to address challenges relating to external border management has reoriented EU migration policy towards extended and stricter border controls, combined with the externalisation of migration management through cooperation with third countries. Thus, the external processing of asylum claims has also ...

The EU has faced challenges in recent years due to the 'instrumentalisation' of migration by the Belarusian government, leading to irregular border crossings into the EU. In response, some EU Member States have adopted national emergency measures that allow for derogations from EU law. The European Commission considers that EU countries could invoke Article 72 of the Treaty on the Functioning of the European Union (TFEU) to address the issue of 'hybrid threats', including the instrumentalisation ...
