🌐 For nearly three decades, the Allied Democratic Forces (#ADF) have been among the most violent armed groups in eastern Democratic Republic of the Congo. 🆕 A new report by Ebuteli, institut congolais de recherche sur la politique, la gouvernance et la violence and Congo Research Group analyzes how the ADF have adapted to military operations conducted against them by relocating to new territories in Ituri and North Kivu. 💡 The report also highlights the limitations of the joint FARDC–UPDF operation (Shujaa) and the emergence of local dynamics of violence that continue to exacerbate the security and humanitarian crisis. “UN80 presents an opportunity to embed these tools within the organization itself,” but “legitimacy and trust in the UN will hinge less on the novelty of the tools it adopts than on whether AI is used to make governance more inclusive, accountable, and fair.” 📝 In October, I wrote a piece arguing that #UN80 is the United Nations’ chance to “turn its AI pledge inward”—not just shape global #AI norms, but use AI to strengthen how the organization actually functions, from efficiency to mandate implementation and system-wide coherence. 📰 Recent news that Microsoft is supporting UN80 through several AI-focused initiatives is an important signal in that direction. 💡 The Secretary-General spokesperson’s briefing highlighted initiatives, including a multi-million dollar innovation fund that uses AI to accelerate outcomes as part of the UN80 initiative, and AI training for staff and mobilizing other partners, like EY. This signals: 🌟 A clear step by the UN toward placing AI at the core of how it modernizes through UN80. 🤝 Microsoft’s role not only as a technology provider, but also as a coordinating private-sector actor in UN80, formalizing engagement through a dedicated team and coalition-building with other firms. 💪 Success requires AI to improve efficiency, strengthen coherence, and support how mandates are implemented across the UN. 🚨 There is a risk, however, that without system-wide coordination, political trust, and clear safeguards on external dependencies, new AI initiatives could deepen fragmentation, heighten tensions, and complicate UN80 reform. ‼️ Making AI and private-sector support work in practice will be a real test for UN80.
